Gov. Scott Walker, whose decision to cut collective bargaining rights for most public workers set off a firestorm in a state usually known for its political civility, easily held on to his job on Tuesday, becoming the first governor in the country to survive a recall election and dealing a painful blow to Democrats and labor unions.

Mr. Walker soundly defeated Mayor Tom Barrett of Milwaukee, the Democrats’ nominee in the recall attempt, with most precincts across the state reporting results. The victory by Mr. Walker, a Republican who was forced into an election to save his job less than two years into his first term, ensures that Republicans largely retain control of this state’s capital, and his fast-rising political profile is likely to soar still higher among conservatives.

Here in Waukesha, some Republican voters said the result ended the most volatile partisan fight in memory, one that boiled over 16 months ago in the collective bargaining battle and expanded into scuffles about spending, jobs, taxes, the role and size of government, and more. Democrats, some of whom are already pledging to mount strong challenges for state lawmakers’ seats in November, seemed less sure about the meaning of Mr. Walker’s victory.

“Tonight, we tell Wisconsin, we tell our country and we tell people all across the globe that voters really do want leaders who stand up and make the tough decisions,” Mr. Walker said, delivering a victory speech to supporters here. “But now it is time to move on and move forward in Wisconsin.”

In his concession speech in Milwaukee, Mr. Barrett said: “We are a state that has been deeply divided. It is up to all of us — our side and their side — to listen, to listen to each other.”

The result raised broader questions about the strength of labor groups, who had called hundreds of thousands of voters and knocked on thousands of doors. The outcome also seemed likely to embolden leaders in other states who have considered limits to unions as a way to solve budget problems, but had watched the backlash against Mr. Walker with worry.

Some Republicans said they considered Mr. Walker’s victory one indication that Wisconsin, which President Obama won easily in 2008 and which Democrats have carried in every presidential election since 1988, may be worth battling for this time.

“Obviously, Scott Walker winning tonight means that the Republicans are here for real,” said Reince Priebus, chairman of the Republican National Committee. “Conservatives are here for real.” Mr. Priebus was attending Mr. Walker’s victory party at the Waukesha County Exposition Center, where “We Stand With Walker” signs were all around.

But even with the Republican victory on Tuesday, it remained an open question whether Mitt Romney, the party’s presidential nominee, can assume the momentum of Mr. Walker’s campaign. In exit polling of voters, 18 percent of Walker supporters said they favored Mr. Obama, and the president led in a matchup against Mr. Romney. Voters in the exit surveys also said they saw Mr. Obama as better equipped to improve the economy and help the middle class.

Republicans prevailed in at least four recall elections on Tuesday for other offices, including a race for lieutenant governor, which the incumbent, Rebecca Kleefisch, won. Scott Fitzgerald, the State Senate’s majority leader, who had ushered much of Mr. Walker’s agenda through the Legislature, also survived. Late Tuesday, votes were still being counted in one State Senate race in Racine, an outcome that will determine which party narrowly controls the chamber, at least until November.

Mr. Walker, who raised millions of dollars from conservative donors outside the state, had a strong financial advantage, in part because a quirk in state law allowed him months of unlimited fund-raising, from the time the recall challenge was mounted to when the election was officially called. As of late last month, about $45.6 million had been spent on behalf of Mr. Walker, compared with about $17.9 million for Mr. Barrett, according to data from the Wisconsin Democracy Campaign, a nonpartisan group that tracks spending.

“What it shows is the peril of corporate dollars in an election and the dangers of Citizens United,” said Dennis Van Roekel, president of the National Education Association, a school workers’ union, referring to the 2010 Supreme Court decision that barred the federal government from restricting political expenditures from corporations, unions and other groups.

Voters went to the polls in droves, and some polling places needed extra ballots brought in as long lines of people waited. One polling location was so swamped, state officials said, that it found itself using photocopied ballots, which later had to be hand-counted. The final flurry of television advertising — with Mr. Walker outspending Mr. Barrett seven to one — seemed to have little impact on the outcome. Nearly 9 in 10 people said they had made up their minds before May, according to exit poll interviews.

The recall race carried implications well beyond Wisconsin, particularly in the escalating fight between wealthy conservative donors and labor unions. Many Republican contributors from across the country who have invested millions in the presidential race also sent checks to Mr. Walker, hoping to inflict deep wounds on organized labor, a key constituency for Democrats.

The outcome was also being closely monitored in Boston by Mr. Romney’s campaign and in Chicago at Mr. Obama’s re-election headquarters for a signal of how the electorate is viewing the big issues in the race for the White House. The president kept his distance from Wisconsin, to the dismay of many Democrats in the state, in an effort to avoid alienating independent voters he hopes to win over in the fall.

A snapshot of the Wisconsin electorate, gleaned through surveys with voters as they left the polls, found that a majority of men had supported Mr. Walker, while most women had voted for Mr. Barrett. Almost a fifth of the electorate was 65 or older, with only about one in 10 voters of college age. The recall race unfolded against a backdrop of economic uncertainty, with only 2 in 10 voters saying their family’s finances have improved in the two years since Mr. Walker was elected. About a third said their financial situation had grown worse, and more than 4 in 10 said their finances had stayed the same.

The political war in Wisconsin began in February 2011 when Governor Walker, only weeks into his first term, announced that he needed to cut benefits and collective bargaining rights for most public workers as a way to solve an expected state budget deficit of $3.6 billion.

Tens of thousands of union supporters and Democrats protested in Madison, the capital, and the State Senate’s Democrats — who were a minority in the chamber but had enough members to prevent a quorum — went into hiding in hotels and houses in Illinois to try, unsuccessfully, to prevent a vote on the measure.

By January, critics of Mr. Walker delivered more than 900,000 signatures on petitions to recall him, far more than the one-quarter of voters from the last election that state law requires.

The election, which cost local governments as much as $18 million to carry out, has raised another debate over the appropriateness of using a recall vote to remove officials.

“Recall was never meant to be used just because you don’t like the way the other side is governing,” said Jenny Beth Martin, a co-founder of the Tea Party Patriots, which made tens of thousands of calls to voters in recent days in support of Mr. Walker.

Around the nation, numerous efforts have been made over the years to recall governors, but only three, including the push to remove Mr. Walker, met the requirements to place the matter on the ballot. In California, Gov. Gray Davis was removed in 2003, and in North Dakota, Gov. Lynn Frazier was recalled in 1921.

At age 4, Serra Crawford was doing second-grade multiplication and essentially reading at an adult level.

By 6, she advanced to algebra and trigonometry. A year or two later, she was writing books about an osprey that flew around the world, her mom recalled.

Serra was doing college-level work at age 10, and Sunday, less than three weeks after her May 1 birthday, the 16-year-old will walk across the stage at the Kohl Center to receive her UW-Madison diploma, possibly the youngest student to ever graduate from the school.

She’s low-key about her academic accomplishments, and definitely not boastful.

“I enjoy it. I enjoy learning,” she said this week at Steenbock Memorial Library, apologizing that her “brain was fried” from studying for final exams.

Asked whether school has always come easy for her, she responded: “I’m challenged in the same ways as any other college student here.”

The UW-Madison Office of the Registrar confirmed that Serra was the youngest graduate to receive a bachelor’s degree since at least 1978. Before that, records were on paper and microfiche, and non-searchable.

Serra, who grew up mostly in Monona and was home-schooled mainly through online curriculum, is far from the youngest college graduate in the country, however.

Michael Kevin Kearney is listed in the Guinness Book of World Records as the world’s youngest university graduate, receiving a bachelor’s degree in anthropology from the University of South Alabama in 1994 at age 10. He was also home-schooled.

A child prodigy is generally considered someone who masters skills or arts at an early age, but Serra’s mom, Carolyn Crawford, an attorney, said she doesn’t see her daughter that way.

“A child prodigy is usually somebody who writes music concertos when they are 3, or that sort of thing,” Crawford said. “The technical label for her is profoundly gifted.”

Crawford said she realized Serra’s abilities from an early age.

When Serra was only 5 or 6 months old, it seemed like she could understand everything, her mother said. “She wasn’t very verbal, but she could understand a lot.”

Serra went to a Montessori school when she was 2 ½ and was very focused on learning things, her mother remembered.

By 4, she was reading challenging books like “The Boxcar Children,” a literary series aimed at readers in grades 2 to 6. “She went from zero to fluent that fast,” Crawford said.

Serra did four years of high school before age 10, mastering subjects like physics and calculus through Stanford University’s Education Program for Gifted Youth, which provides e-learning courses.

When she was 10, her brother, Kyler, who was also on a fast track, started college courses through UW-Rock County in Janesville. (He graduated last year from UW-Madison at age 16 ½.)

At the time, Kyler’s academic adviser took an interest in Serra and offered to give her the college’s placement test. She passed the test, filled out an application, took her ACTs and enrolled at the two-year college. Her last two years of college were spent at UW-Madison.

“She doesn’t feel different from anybody, for the most part,” Carolyn Crawford said. “Now that she’s older, she does because everybody has told her that she is. But for most of the time, she never did.”

Crawford said Serra always did plenty of extracurricular activities and socialized with peers through summer and after-school programs.

“Because of the way college classes are, she has plenty of time to do all kinds of kid stuff,” her mom said.

Serra was active in Girl Scouts, ballet, swimming, Madison Youth Choir, Madison Area Creative Arts Program (MadCAP) and the Aldo Leopold Center, among other activities.

She mostly lived at home through college. This is the first semester that she lived by herself in an apartment on campus.

Serra is graduating with a degree in international studies and a certificate in global health. In September, she plans to travel to Zambia to do a nutrition study testing the uptake of vitamin A in children.

Her plan is to return to UW to get a master’s degree in nutrition. She eventually wants to be a trauma surgeon.

“I’ve always wanted to be a doctor, but I really want to export medicine to developing countries, more specifically West Africa,” she said. “That’s something that’s always been interesting to me.”

Governor Walker’s Revised Employment Data in Context

Today, the Wisconsin DWD took the unusual — one might say unprecedented [1] [2] — step of announcing their estimates of what they call “actual job numbers” (see press release here). These are based on the unemployment insurance covered employment. From the press release:

Wisconsin Department of Workforce Development (DWD) Secretary Reggie Newson today released 2011 Wisconsin actual jobs data based on reports from nearly 160,000 employers, which shows the state added over 23,300 jobs between December 2010 and December 2011.

These numbers are based on the actual Quarterly Census of Employment and Wages (QCEW) through September 2011, and numbers DWD submits to BLS for processing for October 2011-December 2011. I plot this series below (along with the official BLS WI nonfarm payroll (NFP) employment series from the March release, for comparison).

Obviously, there are some (serious) seasonality issues. DWD addresses this by looking at 12 month changes, which of course would be adequate had the winter been of typical severity. We know it was not.[3]

Based on my conversations with experts on the linkage between QCEW data and nonfarm payroll series, I have done my own benchmarking, taking at face value the October-December 2011 figures released by the DWD. My estimates, placed alongside the Department of Revenue’s (DoR’s) October 2011 Wisconsin Economic Outlook, and Governor Walker’s (unconditional) pledge of 250,000 additional private sector jobs are shown in Figure 2.

The implied NFP employment is 35.4 thousand below Walker’s implied target for NFP growth, taking into account actual government employment and asmooth path for private employment growth.

One can place the revised series in a national context. Figure 3 presents a plot of the actual BLS NFP employment series, the QCEW-based series, and the US NFP employment series.

MON MAR 19 2012 @5:00 a.m. — Another boom was heard. Then police received at least 30 calls from residents between 5:00 a.m. and 7:30 a.m.

The strange noises and experiences have so far not been detected in the south and west parts of the city.

No source of the booming has been detected. Public works has been checking underground after removing manhole covers. Gas levels and inspections have also been checked in underground sewers and gas lines. The military has been contact to check if any drills have been ongoing in the area.

A seismic station near Clintonville, Wisconsin has recorded unusual ground shaking since Sunday night. Special cameras and other shake detection devices are being set up in the community. The Clintonville Chronicle is reporting that Clintonville City Administrator Lisa Kuss stated that underground activity has been confirmed and is not an earthquake. Only one earthquake has been reported in the past seven days with a magnitude greater than 2.5 in an area defined as east of Colorado to the shoreline of the Atlantic Ocean. A Magnitude 2.8 earthquake was measured near Charleston, West Virginia on March 16, 2012 at 1505 UTC. Clintonville, Wisconsin is about 200 miles north of Arlington Heights. U.S. 45 — longest numbered route in Illinois — continues north to Clintonville, Wisconsin. The population in Clintonville is about 5,000. A former campaign aid to Gov. Scott Walker was arrested and charged with two felonies. Tim Russel, who had worked for Walker during his tenure as Milwaukee County Exectutive, as well as his political campaigns. His partner was also arrested.

It is not clear that this arrest is related to the “John Doe” investigation which is looking at corruption within Walker’s inner circle while he was County Executive. The Milwaukee District Attorney will hold a press conference at 12pm Central Time to discuss the charges.

Daniel Bice of the Journal Sentinel broke the story first:

Computer records show Russell was charged with two felonies and a misdemeanor count of theft. One source said the charges are tied to Operation Freedom, an annual military appreciation day held at the zoo.In 2010, Walker’s county administration had asked prosecutors to investigate what had happened to $11,000 raised in 2007 for the event.

This may be the first real opening into Walker’s dealings while County Executive. His spokesman had no comment.

Walker probe puts prominent Milwaukee commercial Realtor in jail

Andrew P. Jensen Jr., a principal with Milwaukee-based commercial real estate brokerage The Boerke Company Inc., was booked into the Milwaukee County Jail Tuesday night.
Jensen was taken to the jail by an investigator with the Milwaukee County District Attorney’s office, said Capt. Scott Stiff of the Milwaukee County Sheriff’s Department.
No charges have been filed yet against Jensen, Stiff said. Inmates can be held in jail for up to 72 hours without charges being filed. If the District Attorney’s office fails to file charges by then, the Sheriff’s Department must release Jensen, Stiff said.
When asked why Jensen was taken to jail, Sheila Stanelle, senior executive assistant for Milwaukee County District Attorney John Chisholm, said, “Our office would have no comment on that at this time.”
Jensen “is still pending felony charges, he is expected in intake court today between 8 a.m. and 4 p.m. Depending on the court calendar it may not happen until tomorrow,” said Karen Brimley-Massey of the Sheriff’s Department.
The Milwaukee Journal Sentinel is reporting that Jensen’s arrest is related to a John Doe investigation by the Milwaukee County District Attorney’s office of Gov. Scott Walker’s current and former aides. The probe began last year when a staff member working for Walker, then county executive, was caught posting online political comments during work time.
However the scope of the investigation grew and in September about a dozen law enforcement officers, including FBI agents, searched the Madison home of Cynthia Archer, who was previously deputy secretary in Walker’s Department of Administration. Archer was top aide to Walker while he was county executive and followed him to Madison after he won the governor’s race in November.
Jensen joined The Boerke Company in 1986. He specializes in office property deals. He is also past chairman of the Commercial Association of Realtors Wisconsin (CARW).

Mahlon Mitchell is not talking himself up as a candidate for governor. In fact, when the president of the Professional Firefighters of Wisconsin union received a civil rights award at the Voces de la Frontera 10th anniversary gala in Milwaukee Thursday, he didn’t mention the topic.

But others have in recent days, as something of a “Draft Mahlon Mitchell” campaign has stirred up and the press have begun to speculate.

And when I mentioned the prospect as part of my keynote address at the gala, the crowd of more than 400 roared approval.

In traveling the state, I have been struck by two things about the recall election that Gov. Scott Walker is all but certain to face next spring.

First, while the pundits and politicians are obsessing a bit about who will challenge Walker, the tens of thousands of activists are less concerned. Their focus is on gathering the more than 540,000 signatures needed to force the governor to face the voters. The energy for the recall is unprecedented, and it’s everywhere, from traditionally Republican Walworth County (where Walker was raised) to Kenosha (where activists plan to rally at midnight Nov. 14 to be first to sign on for the recall drive that officially begins Nov. 15) to Rhinelander in the far north (where there is talk of using snowmobiles to get petitions to remote areas).

Second, while most people would still like to see former U.S. Sen. Russ Feingold run against Walker, there is a genuine openness to new names and new kinds of contenders. This is going to be a “change” election, and change elections often usher in new faces and new approaches.

That’s where Mitchell comes in. He’s never held public office, and really became a political player only when the governor attacked collective bargaining rights and the firefighters leapt to the defense of the labor movement. But he has impressed people with his commitment, passion and oratory.

Does that mean he’s ready to run for governor? We’ll see. There’s enough talk ? and even a “Wisconsin for Mahlon Mitchell” website ? that he will be drawn into the discussion along with more familiar names such as former Dane County Executive Kathleen Falk, Assembly Minority Leader Peter Barca, state Sen. Jon Erpenbach and former Congressman David Obey.

What the talk of a Mitchell candidacy says to me is that Wisconsinites are open to a real change in direction from Walker’s careerist politics. That may not mean that Mitchell, a Madison Fire Department lieutenant and statewide union leader, runs. But it should suggest that this contest does not have to be defined by narrow notions of politics.

There are plenty of prospects ? former University of Wisconsin Chancellor John Wiley, Epic Systems founder Judy Faulkner, former Assembly Speaker Tom Loftus ? who could be considered by Democrats.

And remember, Walker could face a Republican primary. Just imagine if state Sen.

Dale Schultz, R-Richland Center, decided to lead the charge to take his party back from the extremists.

Recall elections are supposed to open up the process, to spark the political imagination. That’s what’s happening in Wisconsin, where we have always known that the cure for what ails democracy is more democracy.

After weeks of going door-to-door, volunteers tirelessly making phone calls day after day, and both candidates shaking hands and smiling for interviews, Election Day has arrived.

Beginning 7 a.m. Tuesday, voters will hit the polls to choose between incumbent Sen. Alberta Darling (R-River Hills) and her challenger, Rep. Sandy Pasch (D-Whitefish Bay).

For weeks, both have been filling Facebook with ‘thanks you’s’ and photos, and tweeting about events information and election details in an effort to find the last few votes.

While each has drastically different viewpoints on government, they both agree on one thing, it’s all about turnout for this election, and both Fox Point and Bayside village clerks agree, it’s going to be one busy day Tuesday.

“It’s been very busy for a special election,” Tanya O’Malley, Fox Point village clerk said. “This level of office often will bring out voters.”

O’Malley said of the 623 absentee ballots that have been issued. There are 4,975 registered voters in Fox Point, with a 12.3 percent turnout so far.

And it’s a similar story in Bayside.

“Judging by the amount of people calling (Monday), trying to still vote, I think that it’s going to be a large turnout because a lot of people couldn’t vote today like they wanted to,” Lynn Galyardt, Bayside’s director of finance and administration said.

On Monday, Galyardt said she received roughly 10 phone calls, and had to turn away two or three people came in hoping to file absentee ballots. “Those people were the hard ones, they were upset because I had to tell them no,” she said.

Bayside, which includes residents in both Milwaukee County and a small part of Ozaukee County, has a total of 3,176 registered voters. Galyardt said Bayside has sent out 15 absentee ballots in Ozaukee County, with 14 returned, as well as 401 absentee ballots issued in Milwaukee County, with 367 returned.

When you go to the polls on Tuesday, expect to see a few changes in procedures, as the new voter identification law will be partially implemented. Here are key changes that will be in effect Tuesday:

  • Voters will be asked, but are not required to provide a photo ID. However, beginning in 2012 a voter must provide ID in order to vote.
  • Any voter not able to provide a photo ID in 2011 will be given a handout that has been created by the state Government Accountability Board.
  • Voters must sign the poll list when voting before they can receive a ballot.
  • The residency requirement has changed from 10 days prior to Election Day to 28 consecutive days prior to Election Day.
  • A voter can no longer use a corroborating witness when registering to vote.
  • University and college students can establish residency for registration by using the combination of a college ID with a photo and a fee payment receipt dated no earlier than nine months before the election.

Polls are open from 7 a.m. to 8 p.m.. Here are the polling places in Fox Point and Bayside:

  • Bayside residents can vote at Bayside Middle School, 601 E. Ellsworth Ln. Please use the Standish Place entrance.
  • Fox Point residents can vote at either the Fox Point Police Department, 7300 N. Santa Monica Blvd., or the Longacre Pavilion, 7343 N. Longacre Rd.

14th district recall election candidates

Voters in parts of the state including our area will once again head to the polls this week for some recall elections.

This Tuesday will be the general election for six Republican incumbent State Senators.

That includes three from our area: Rob Cowles of Allouez, Luther Olsen of Ripon and Randy Hopper of Fond du Lac.

A total of nine state Senators were targeted for recalls because of their stance on the controversial collective bargaining law.

In the 14th state Senate District, incumbent Republican Luther Olsen is facing Democrat Fred Clark in Tuesday’s election.

This is seen as one of the most competitive races with Clark, in his second term in the State Assembly, trying to knock off Olsen, a moderate who ran unopposed in his two previous races.

“Well a lot of people do have their minds made up that’s true there are fewer undecided voters than we’d see in a typical election,” said Clark.

“They’re all battleground cities and this district goes from Baraboo all the way up to Clintonville including, Wisconsin Dells,” said Olsen.

Next week, two Democratic State Senators facing recalls, Jim Holperin of Conover and Robert Wirch of Kenosha, will have their general elections.

Holperin’s district includes portions of Shawano, Marinette and Oconto counties.

Democratic State Senator Dave Hansen of Green Bay won in his recall election last month.

The Dane County Medical Examiner’s Office is releasing the name of the 3-year-old male child who died at University Hospital on 07-03-11. The child was taken to another local hospital for evaluation and then transferred to the UW Hospital with a severe head injury. The child is identified as:

A complete forensic examination was completed on 07-05-11 at the Dane County Medical Examiner’s Office. The preliminary results of that autopsy indicate that the injuries to Luis are consistent with inflicted trauma. Additional testing is currently underway.

Tuesday morning, July 5th, detectives arrested a young Madison mother on a tentative charge of First Degree Reckless Homicide following the death of her 3-year old son.

The boy was taken to UW Hospital on Thursday June 30th with a head injury.

Madison Police were made aware of the injury on Friday, July 1st.

The child died, at the hospital, on Sunday afternoon, July 3rd.

The mother has told detectives that she struck the child inside their Lake Point Dr. apartment Thursday morning, June 30th, and that his head hit a wall.

Later that day, he began to show signs of physical distress and was driven to the hospital.

The Dane County Medical Examiner conducted an autopsy yesterday, July 5th.

The Madison Police Department is investigating the apparent double homicide of two brothers, ages three and four years old. The following is a chronological summary of what we believed happened at this time:

• At 2:06 p.m. yesterday, the 22 year biological mother of the two children came to the MPD headquarters at the City County Building to report a domestic violence incident which had transpired between the current boyfriend and this complainant. The couple had been residing in a Moorland Road apartment, where the altercation had taken place between them the day before and involved a knife.

• At approximately 5:00 p.m. the mother returned to the Moorland Road apartment and made contact with the 25 year old biological father of the two children they share in common. The mother learned that her boyfriend had made contact with the biological father at 1: 24 p.m. yesterday afternoon at his Lake Point Drive apartment, and took custody of the two children. The boyfriend indicated to the biological father he was taken them to the east side of Madison to meet with the mother’s family members and to go “shoe shopping.” It was not uncommon for this boyfriend to facilitate custody exchanges between the mother and father of these two children.

• At 5:47 p.m., the mother re-contacts the Madison Police Department and reports the children as missing and likely in the custody of her boyfriend. MPD officers interview the mother as to the possible whereabouts of the children. MPD officers also locate the father on Lake Point Drive and interview him as well.

• At approximately 8:00 p.m. the Madison Police Department made contact with the State Division of Criminal Investigation and the State Department of Corrections for assistance in locating the whereabouts of the boyfriend. The Department of Corrections issued an Apprehension Request at the boyfriend was currently on parole. Throughout the evening, various addresses were checked for the children.

• At 12:47 a.m., the boyfriend calls the Dane County 911 Center and advises he was in a vehicle, with another female, who had convinced him to “turn himself in.” At 12:54 a.m. the boyfriend drove into the MPD’s East District parking lot and was taken into custody.

• As the children were not with the boyfriend when he was taken into custody, MPD officers continued to search for a gray Volvo vehicle it was believed the boyfriend had been driving earlier in the day with the children. At 2:39 a.m., a Madison police officer checking business properties in the 3300 block of Kinsman Boulevard located the gray Volvo vehicle. Upon examining the interior of the vehicle, the officer observed what appeared to be the body of a child in the rear set. Upon forcing entry into the vehicle, the officer discovered the bodies of the three and four year brothers. Both children were deceased. Upon checking video surveillance cameras in the area, we believe the vehicle was parked in this Kinsman Boulevard location shortly after 7:00 p.m. last evening.

At this time the Madison Police Department has in custody the following individual:

ARRESTED PERSON: David J. Hoem
DOB: 05/30/1983 (28 yoa)
CHARGE: Parole Violation

The investigation is on-going. No additional information is available at this time.

UPDATED Wednesday, July 6, 2011 — 3:14 p.m.

Madison Police say 28-year-old David Hoem is the primary suspect in the murder of two young children on Madison’s northeast side.

They say Hoem and his girlfriend–the children’s mother–were involved in a domestic abuse incident before the murders. On Tuesday, Hoem went to the home of the biological father of the boys to take them for the day. Police say this was a common occurrence (for Hoem to pick the kids up from their father’s home).

Later in the day, the boys’ mother reported the children missing. Madison Police made contact with several people and began searching for the children.

Last night David Hoem called the 911 dispatch center to turn himself in, although initially it was unclear what he was turning himself in for.

Through the description of the vehicle he was driving, and a general area they were searching, police discovered the car in the Covance parking lot. The bodies of the two boys were inside.

Sources tell NBC15’s Dana Brueck that the 28-year-old person of interest in this case turned himself in to East District Police early Wednesday morning.

The sources also say the man is the boyfriend of the children’s mother, who reported them missing from Madison’s south side Tuesday night.

Police are trying to pin-point exactly where the 28-year-old was yesterday as they investigate this case.

MADISON, Wis. (AP) — Madison police say two young boys have been found dead in a parked car, and a 28-year-old man who knew them has been detained.

Police spokesman Joel DeSpain says the case is being treated as a double homicide. He says the man isn’t the boys’ father but was acquainted with them.

The boys were ages 4 and 3. They were found early Wednesday morning in a car parked next to a business.

UPDATE — 11:25 pm — The woman struck by the bus has been identified as Maureen Grant, an employee of Memorial Library, according to Ald. Scott Resnick, District 8. She was not a UW student.

 

A Madison woman died after she was struck by a Madison Metro bus Wednesday morning while walking northbound on University Avenue.

 

According to the Madison Police Department, the woman was in the crosswalk and had a walk light when she was struck by the Metro bus turning left onto University Avenue from Lake Street.

 

“This is a very sad day here at Metro,” Madison Metro Spokesperon Mick Rusch said. “This is a tragic accident that is hard on family, friends and everyone affected.”

 

A backpack, sandals and an umbrella were found at the scene, according to Ald. Scott Resnick, District 8. Although this could suggest she was a UW-Madison student, it is entirely possible she has no university affiliation as she has not been identified, said Resnick.

 

Police called the City of Madison Fire Crews to the scene to extract the woman pinned under the bus, where she was then transported to UW hospital.  The Engine 1 crew used cribbing to stabilize the bus while the Ladder 1 crew used the “Jaws of Life” to lift the bus off of the victim.

 

The accident is currently under investigation by the City of Madison Police Department, the Wisconsin State Patrol and the Dane County Medical Examiner’s Office. Identification of the victim is pending notification from her family.

 

“The city of Madison will cooperate with a complete investigation that is already underway,” Soglin said.

 

Rusch said the bus driver was taken immediately for drug and alcohol testing, which is standard procedure, and will be interviewed by police. The bus was taken to a garage where it will be impounded for investigators to examine the bus’s functioning and mechanics.

 

Mayor Paul Soglin said in a statement that his thoughts are with the victim and her family, but also the bus driver and entire Metro Transit Team.

 

“Madison Metro drivers have an exemplary safety record,” Soglin said.

 

Resnick said his deepest sympathies go out to the victim’s family and loved ones.

 

“It’s really horrific when an accident of this nature happens,” Resnick said.

 

A complete forensic investigation is scheduled for Thursday, June 23.

State Representative Nick Milroy got into a confrontation with police Thursday night.

The video shows Superior Native, and South Range Representative, Milroy, attempting to get into the Capitol.

The police officer who was guarding the door then tackles the representative.

No one is allowed inside the Capitol until Monday morning, due to a judge’s ruling.

Milroy says he wanted to get some of his clothes from inside the building.

WKOW in Madison, Wisc., posted some stunning video Thursday night, apparently showing state Representative Nick Milroy (D) being tackled by Capitol police as he tried to enter the building.

According to KWOW, “Milroy was trying to get clothes from his office but police would not let him into the building.”

Capitol Police Public Information Officer Tim Donovan told TPM this morning he had not yet heard about the incident.

Late Update: Mary Lou Keleher, a staffer for Milroy, told TPM that the representative was not arrested last night.

“He was just restrained,” Keleher said.

According to Keleher, Milroy will be issuing a statement about the incident shortly.

Rage Against The Machine guitarist Tom Morello spent Monday at the Wisconsin protests, performing acoustic songs at a rally and delivering a fiery speech to the thousands inside of the capital rotunda who are protesting Governor Walker’s attempt to end the right of state employees to collectively bargain. “What’s happened so far might be the most inspiring 24 hours of my life as an activist,” Morello tells Rolling Stone.  “I’ve never seen this kind of outpouring of unapologetic, steel-backboned support for union causes in the United States. The Madison police were delivering bratwurst to the protesters inside the capitol, and the kids were thanking them. It was unbelievable.”

At a freezing cold rally outside of the capital, Morello was joined by Rise Against frontman Tim Mcilrath, Wayne Kramer of the MC5 and Boston folk group Street Dogs. The show mixed classics like Neil Young’s “Ohio,” Bob Marley’s “Get Up, Stand Up”  and Morello’s driving acoustic version of Rage Against the Machine’s “Guerilla Radio.” “No matter what Gov. Walker, the Mubarak of the Midwest, says, this land is your land,” Morello said before singing Woody Guthrie’s “This Land is Your Land.” “Never give up and never give in!”

If Governor Walker’s bill passes, it would effectively destroy Wisconsin’s civil servant unions; many fear that other Republican-controlled states would attempt to follow suit. “I come from a coal-mining town in central Illinois where everybody was union,” says Morello. “For almost 30 years, my mom was a public high school teacher in Libertyville, Illinois. I grew up with a firm belief that the leverage we have as working people is through the union. It’s the only counterweight to the raw greed of corporate power. For the past 22 years, I’ve been a union man in L.A. as a member of the Professional Musicians Local 47.”

After the rally, Morello entered the packed Capitol rotunda, which had been occupied for the past week, grabbed a bullhorn, and made one of the most rousing speeches of the day. “This is what they do in times of economic crisis,” Morello said. “They think people aren’t paying attention, that they can just sneak through this legislation that would rob us of decades, centuries of social progress. We didn’t pick this fight. [Governor Walker] tapped us on the shoulder and said ‘let’s fight.’ And now we’re gonna knock his legislative teeth out.”
