Police are investigating how an experienced sky diving instructor and his student fell more than 13,000 feet to their deaths and did not deploy their main parachutes at a popular southwest Florida camp.

Pasco County sheriff’s authorities identified the victims as 41-year-old instructor Orvar Arnarson and 25-year-old student Andrimar Pordarson. The men were part of a group from Iceland, training and vacationing at Skydive City in Zephyrhills, Fla., on Saturday.

T.K. Hayes, general manager and president of Skydive City, said it appears Arnarson and Pordarson didn’t activate their main parachutes.

“There’s a multitude of scenarios. They lost track of altitude, weren’t paying attention for whatever reason if they were distracted, most likely by something else going on. Who knows,” Hayes said Sunday.

Both men had backup automatic activation devices, which deploy if the main parachutes are not opened in time. The backup chutes, the company says, did not fully inflate before they hit the ground.

The two men had successfully completed two other jumps Saturday morning with 20 other people. The men jumped separately, not in tandem. When Arnarson and Pordarson did not return from their third jump, Pasco County sheriff’s department launched a search to look for the two skydivers.

Following a nine-hour search, the pair was finally located in a wooded area near Zephyrhills Municipal Airport, about a mile away from where they were supposed to land.

Authorities hope a camera worn by one of the men may give them some clues into what happened during the jump.

“We’re reviewing the tape. We’re reviewing anything that may have been said, on the camera,” Pasco County Sheriff Chris Nocco said.

Last year across the U.S., 19 skydivers died out of 3.1 million jumps, according to the United States Parachute Association.

Arnarson was a seasoned veteran of the dare-devilish sport, who reportedly had thousands of successful jumps under his belt. For Pordarson, this was his eighth jump.

Venezuela’s new interim president, Nicolas Maduro, gave a clear sign Friday night that he will use political capital left by the late President Hugo Chavez to win election in his own right.

In his acceptance speech to the National Assembly after being sworn in as “president in charge,”  Maduro, 50,  named  Science Minister Jorge Arreaza, who is married to Chavez’s daughter, Rosa Virginia, as his vice president and running mate in an election likely to be held next month to decide Chavez’s successor.

Maduro was sworn in at the National Assembly hall hours after funeral services were held  at the Venezuelan Military Academy for Chavez,  58, who died Tuesday after a lengthy battle with cancer. More than 30 heads of state attended the services.

The Venezuelan Constitution calls for the government to hold a presidential election within 30 days of the death or resignation of an incumbent.  But no date has yet been set.

Wearing the presidential sash presented by Assembly President Diosdado Cabello, Maduro in his speech asked the National Electoral Council to determine a date as soon as possible.

Among the spectators at the swearing-in were Ecuadorean President Rafael Correa and U.S. civil rights leader Jesse Jackson, who spoke at the funeral service earlier Friday urging better U.S.-Venezuela relations.

Maduro dismissed charges made earlier Friday by opposition leader Henrique Capriles, likely to be his opponent in the election, that Maduro’s assumption of the interim presidency was “unconstitutional.”

“We have shown with deeds that we respect  this constitution,” Maduro said, holding  aloft a copy of the national charter. “We’re not going to fall for blackmail from any group.”

A Massachusetts priest will succeed Bishop Gene Robinson as New Hampshire’s next Episcopal bishop.

A delegation of clergy and lay people chose the Rev. A. Robert Hirschfeld of Grace Church in Amherst from a field of three nominees. Votes were cast Saturday at St. Paul’s Church in Concord.

If approved at the church’s national convention in July, Hirschfeld will succeed Robinson when he steps down in January after serving nine years as the state’s ninth Episcopal bishop.

Robinson’s consecration in 2003 as the first openly gay bishop in the Anglican church created an international uproar and led conservative Episcopalians to break away from the main church in the U.S.

Hirschfeld was born in Minnesota and grew up in Connecticut, where he served at a number of churches.

Workers remove a huge tree that came down on an apartment in central Montreal because of high winds and rain from remnants of Hurricane Irene on Monday.

Quebec police are investigating whether an 81-year-old man who died after he wandered from a cabin during post-tropical cyclone Irene may have been killed by the storm.

The elderly man, whose name has not been released, was found unconscious in the St-Gérard-des-Laurentides area when the storm began to batter Eastern Canada over the weekend. He later died in hospital, police said Tuesday.

Investigators believe the man may have been trying to reach his family at a home about 12 kilometres away when he left the cottage Sunday on foot.

Meanwhile, rescue crews are still searching for another man who was swept into the Yamaska River northeast of Montreal.

U.S. airlifts to cut-off towns

National Guard helicopters were taking food and water Tuesday to about a dozen flood-ravaged New England towns cut off by washed-out roads and damaged bridges.

About a dozen towns in the southern part of the state were rendered inaccessible by vehicular traffic after heavy rainfall from the remnants of Hurricane Irene on Sunday.

Deputy state Transportation Secretary Sue Minter said state crews hope to re-establish ground contact with all isolated communities by the end of the day.

About 20,000 Vermont utility customers remain without power, but crews can’t begin to restore power until they can reach the affected communities.

Vermont Emergency Management spokesman Mark Bosma says that in addition to Guard helicopters, special trucks are carrying emergency supplies to towns whose roads may be passable for them but not for the public.

Vermont was among the hardest hit of the Eastern Seaboard states slammed by Irene, which left at least 48 killed by the storm, including 43 in the continental U.S. and Puerto Rico. Millions of people were also still without electricity, and utilities warned it could take several days before people get their power back.

Quebec provincial police are looking for a taxi driver in his 60s whose car was swept into the Yamaska River about 100 kilometres northeast of Montreal on Monday after a culvert collapsed and part of the road was washed away.

Réal Nadeau’s car and another vehicle were pulled into the water.

The taxi driver’s car was recovered late Monday, but it was empty. Two other men escaped with minor injuries after the collapse, which left a 30-metre-long hole.

Although Irene has been blamed for killing more than 40 people in the U.S., the storm has not yet been linked to any fatalities in Canada.

Tens of thousands still without power

The focus Tuesday was also on recovery and cleanup efforts as crews resumed their work to restore power after thousands were left without electricity in the Maritimes and Quebec.

After smacking southern Quebec on Sunday with heavy rain and howling winds, the system once called Hurricane Irene churned northeast Monday across the province and into Atlantic Canada.

In New Brunswick, progress is being made by NB Power, which has reduced the number of customers without electricity from more than 50,000 on Monday to about 9,000 Tuesday morning as high winds blew trees onto power lines and transformer fires were started during the weekend storm.

Aided by 12 crews from other provinces, New Brunswick teams have been working long hours to restore service, says NB Power spokeswoman Heather MacLean. About 4,400 customers are still without power in Fredericton. Almost 3,000 in Rothesay and a few thousand more in other pockets who are still waiting to get their electricity back. But the utility said it could take until Wednesday or Thursday to achieve that.

“We’ll see some cleanup today, but just because of the sheer number of separate incidents that we have throughout the province, we are going to be going into tomorrow and possibly into early Thursday morning,” MacLean said.

Severe flooding has also left residents in the west end of Oromocto — one of the areas hit by heavy rains, with more than 80 millimetres falling during the storm — with a massive cleanup after Sunday’s flash flooding.

Mayor Faye Tidd said the fire department received 42 calls from residents reporting everything from minor flooding to major damage.”The assessment they made was that some of them, eight houses, should really have electric inspectors come and take a look. They weren’t taking any chances,” he said.

Fredericton received 53 millimetres of rain, but the Doaktown area of central New Brunswick was hit the hardest, receiving 89 millimetres.

In Quebec, where the storm washed out roads, knocked down trees, and downed power lines, 25,000 clients were still without power Tuesday morning, compared to the 250,000 customer outages during the storm’s peak Sunday, according to Hydro-Québec.

Most of those affected are in the Montérégie and Quebec City areas. In Montreal, power has been restored to most of the city.

But even losing power for a couple of days is enough to have an impact on customers, including business owners.

Restaurant owner Syed Shahzad Shah, for one, runs a Pakistani and Indian restaurant in Montreal’s Park-Extension neighbourhood, and estimates he lost $5,000 worth of food.

Shah said it was a bad time to suffer the fallout from Irene, since Monday was the eve of the Muslim holiday of Eid.

“I called to my customers [to say], ‘Sorry, your reservation is cancelled,’ so they [were] angry with me,” he said.

Others affected by the storm included owners of about 300 homes in Quebec that were evacuated because of rising river waters.

A highway that was partially washed out by the storm in the Charlevoix region has been reopened.

U.S. reports at least 48 deaths

Irene didn’t soak Nova Scotia so much, but it did bring high winds.

Power is slowly being restored to about 17,000 customers who lost their electricity Monday morning. The outages stretched from Yarmouth in the southwest to Sydney in Cape Breton.

In P.E.I.., the high winds from post-tropical storm Irene caused travel restrictions and led to power outages and downed trees on Monday. A wind warning remained in effect for most of the day.

The largest outage was in the Wellington West area in the morning. P.E.I. transportation officials were also out on the roads Monday cleaning up fallen trees and broken limbs.

All in all, though, Canada appeared to emerge relatively unscathed from the remnants of the powerful hurricane that killed at least 48 people in the U.S. and left millions of Americans without power.

Ryan Snoddon, a CBC meteorologist based in St. John’s, said Irene’s remnants will make for unusually humid weather in much of Newfoundland and Labrador.

“Those gusty southwest winds will also be pumping in very warm and sticky temperatures [with] humidex values into the 30s,” Snoddon said. “Thanks to Irene, the forecast high in St. John’s is 27 degrees. That would be the warmest temperature the city has seen all summer long.”

The Georgia Supreme Court has upheld a Fulton County judge’s order to videotape an execution scheduled for Wednesday evening after the state attorney general’s office appealed the decision.

This is thought to be the first time a lethal injection will be recorded and the first time in almost two decades that an execution will be recorded.

The decision came after attorneys claimed that one of the drugs administered in the lethal injection may cause unnecessary suffering.

Andrew Grant DeYoung, 37, is scheduled to be executed at 7 p.m. for the 1993 murders of his sister and parents. DeYoung was charged with stabbing his family to death in hopes of receiving an inheritance he could use to fund a business venture.

Gregory Walker, another death row inmate, was the petitioner for the order requesting the videotaping.

“The petitioner seeks such access in order to preserve potential evidence regarding whether the respondent and the Department of Corrections are taking appropriate steps to prevent needless suffering through the course of execution,” said the order, signed by Superior Court Judge Bensonetta Tipton Lane on Monday.

The order added that the videotaping would proceed only if DeYoung was not opposed to it. After the execution, the tape is to be immediately sealed and no copies can be made.

Though DeYoung consented to the video recording, his lawyers spent Tuesday in federal court arguing that the execution should be postponed until more is known about the controversial drug now being used in the executions.

A federal judge and the state Supreme Court today denied the stay, but the U.S. Supreme Court still may consider the matter.

In the original Superior Court order for the videotaping, Judge Lane said, “The Court is not making a finding that any executions have been ‘botched’ but is finding that there are many facts relevant to the constitutionality of the State’s execution process that is has refrained from disclosing to those who seek to challenge it.”

The drug in question is pentobarbital, also known as Nembutal. Previously, sodium thiopental was used as the first drug in a series of three during the execution, but the manufacturer stopped making it, causing a nationwide shortage.

In many states, including Georgia, the drug was replaced by pentobarbital, a sedative often used to euthanize animals.

Georgia used pentobarbital for the first time in June for the execution of Roy Blankenship, and reporters who witnessed the execution said that Blankenship “jerked his head several times throughout the procedure and muttered after the pentobarbital was injected into his veins,” according to court documents.

“Pentobarbital is a wholly untested drug that is not used to administer anesthesia to healthy human subjects, so it basically amounts to Russian roulette,” said Brian Kammer, a lawyer involved in the cases of DeYoung, Blankenship and Walker.

Kammer said that even before the implementation of pentobarbital, three executions were botched in Georgia. He claimed the state was already struggling with implementation when it added the new drug.

Kammer added that the drug hasn’t been tested and is not adjusted for weight or metabolism. Further, he said it isn’t being administered by an anesthesiologist or even a nurse anesthetist, and is actually being administered by untrained prison staff.

Pentobarbital is manufactured by a company in Denmark called Lundbeck that has publicly said that the drug should not be used in state executions.

Kathryn Hamoudah, chairwoman of Georgians for Alternatives to the Death Penalty, said that videotaping DeYoung’s execution is like “putting a Band-Aid on the issue.”

She said it would be better to put a stay on the execution and look into all of the issues surrounding the drug before proceeding.

Georgians for Alternatives to the Death Penalty is an organization that opposes the death penalty but supports government transparency regarding the issue.

“Death is final, so doing proper diligence is necessary,” Hamoudah said.

The Georgia State Department of Corrections declined to comment on the videotaping of DeYoung’s execution or the use of pentobarbital

“We’re working with the attorney general’s office to make sure we’re following correct procedure,” spokeswoman Kristen Stancil said, “and we’re confident in our ability to carry out an execution properly.”

A Michigan State University medical student, Andrew David Thompson, allegedly killed 10 dogs and gravely neglected another.

Thompson was charged with 10 felony counts of animal killing, and another misdemeanor count of animal cruelty on Monday. He faces more than 4 years in prison if convicted.

The Examiner has more:

Police obtained a search warrant after a complaint was received about Thompson bringing dogs to his Berry Tree apartment near Hagadorn Road and killing them. The dogs were allegedly Italian Greyhounds, and the killings began back in October, 2010 until the present time.  County Prosecutor Stuart Dunnings III has not released any details

Thompson was a student at Michigan State University College of Osteopathic Medicine until he was suspended a week ago in response to the charges.
