Egypt named an interim prime minister on Tuesday and rich Gulf states poured in $8 billion in aid, as the biggest Arab nation sought ways out of a crisis a day after troops killed dozens of Islamists.

Interim head of state Adli Mansour announced a faster-than-expected timetable to hold elections in about six months. Scorned by the ousted Muslim Brotherhood, he is under mounting pressure to plot a path back to democracy less than a week after the army overthrew the first freely elected president.

A day after 55 people were killed when troops opened fire on Brotherhood supporters, Hazem el-Beblawi, a liberal economist and former finance minister, was named interim prime minister. Former U.N. diplomat Mohamed ElBaradei, now a liberal party leader, was named deputy president for foreign affairs.

News quickly followed of $8 billion in grants, loans and fuel from Saudi Arabia and the United Arab Emirates.

Crucially, the choice of Beblawi won the acceptance of the ultra-orthodox Islamist Nour Party – sometime ally of toppled President Mohamed Mursi and his Brotherhood. Nour leaders have been courted by the military-backed interim authorities to prove that Islamists will not be marginalized by the new government.

Yet the worst day of violence in more than a year has left Egypt more divided than ever in its modern history. The Brotherhood is isolated and furious at Egyptians who passionately reject it.

The bloodshed has raised alarm among key donors such as the United States and the European Union, as well as in Israel, with which Egypt has had a U.S.-backed peace treaty since 1979.

Rich Gulf Arab states, long suspicious of the Muslim Brotherhood, have shown fewer reservations. The United Arab Emirates offered a grant of $1 billion and a loan of $2 billion. Saudi Arabia offered $3 billion in cash and loans, and an additional $2 billion worth of much-needed fuel.

In a further demonstration of its support, UAE Foreign Minister Abdullah bin Zayed visited Egypt on Tuesday, the most senior foreign official to arrive since Mursi’s removal.

“EVEN IF THEY KILL US ALL”

The Brotherhood says Monday’s violence was an unprovoked attack on worshippers holding peaceful dawn prayers outside a barracks where they believed Mursi was being held.

But in a sign of the country’s deep divisions, many Cairo residents seemed to accept the official account and blamed the Brotherhood for its members’ deaths. That has left the deposed president’s followers isolated and angrier than ever.

Thousands of Mursi followers gathered at the site of a vigil near a mosque in northeast Cairo, where they have vowed to remain camping out in the fierce heat until he is restored to power – an aim that now seems vain.

“Revolutionaries! Free people! We will complete the journey!” chanted a speaker as the crowd held aloft a wooden coffin draped in an Egyptian flag.

Medical sources confirmed at least 55 people had been killed, raising the death toll in the incident, the deadliest in the two and a half years of Egypt’s political turmoil apart from a riot at a soccer stadium in 2012.

A year after Mursi took power, millions of people took to the streets on June 30 to demand his resignation, fearing he was orchestrating a creeping Islamist takeover of the state and frustrated by his failure to turn around the crippled economy.

To the Brotherhood, his removal amounted to the reversal of democracy by entrenched interests who would never accept their election victories. The long-banned Brotherhood fears a return to the suppression endured for decades under autocratic rulers.

“The only road map is the restoration of the president elected by the people,” said Hoda Ghaneya, 45, a Muslim Brotherhood women’s activist. “We will not accept less than that, even if they kill us all.”

The streets of Cairo were quieter on Tuesday but the Brotherhood called for more protests later in the day, raising the risk of further violence.

Away from the camp, its support is patchy in the capital. Some in Cairo are flying banners from balconies with portraits of General Abdel Fattah al-Sisi, the military commander who toppled Mursi.

In an address before Wednesday’s start of the Muslim holy month of Ramadan, Sisi made clear who was in charge: “No party has the right to oppose the will of the nation,” he said.

Egyptian media, mainly controlled by the state and Mursi’s opponents, praised the army and denounced Monday’s violence as the provocation of terrorists. Many Cairenes seemed to agree.

“Of course I condemn this: Egyptian versus Egyptian. But the people attacked the army, not the other way around,” said Abdullah Abdel Rayal, 58, shopping in a street market in downtown Cairo on Tuesday morning.

Yet the Brotherhood still maintains support of many in rural provinces, after decades of dedicated underground organization.

ARAB CASH URGENTLY NEEDED

Saudi and UAE aid provides Egypt with urgently needed funds to maintain the subsidized fuel and food supplies it gives its 84 million people. Its coffers are running desperately short since the unrest of the Arab Spring drove away tourists and investors.

Both Gulf countries had promised aid after former autocrat Hosni Mubarak was toppled in 2011, but withheld it under Mursi.

Mansour, the judge named head of state by the army when it brought down Mursi last week, decreed overnight that a parliamentary vote would be held in about six months, faster than many expected. That would be followed by a presidential election. An amended constitution would be put to a referendum.

The Brotherhood rejected the plan. Senior Brotherhood figure Essam El-Erian condemned a “decree issued after midnight by a person appointed by the putchists, usurping the legislative power from a council elected by the people, and bringing the country back to stage zero”.

The military-backed authorities seem to be resigned to restarting politics without the Brotherhood. Instead, they are courting the country’s other main Islamist group, Nour, which had said on Monday it was pulling out of all political talks as a result of the attack on Mursi supporters.

Nour’s signal that it would now support Beblawi as prime minister showed it had not fully abandoned politics.

“We do not object to Dr. Hazem. He is an important economic figure,” Nour Party head Younes Makhyoun told Reuters by telephone. “He has no party affiliations that I am aware of.”

In what appeared to be an olive branch to Islamists – and a move that also angered liberals – Mansour’s decree included language put into the constitution last year that defined the principles of Islamic law, or sharia.

Nathan Brown, a leading expert on Egypt’s constitution at George Washington University in Washington, said that while the overnight decree laid out a clear sequence for transition, it also repeated some mistakes made two years ago, after Mubarak.

“It was drawn up by an anonymous committee; it was issued by executive fiat; the timetable is rushed; the provisions for consultation are vague; and it promises inclusiveness but gives no clear procedural guidelines for it,” he told Reuters.

The West has had a difficult time formulating a public response, after years of pushing Arab leaders towards democracy while at the same time nervous about the Brotherhood’s rise. Demonstrators on both sides in Egypt have chanted anti-American slogans, accusing Washington of backing their enemies.

French Foreign Minister Laurent Fabius called Monday’s violence “unacceptable” and said it should be investigated.

The military authorities did indeed announce an inquiry on Tuesday. They said they were pursuing 650 unidentified people for offences from “thuggery” to murder and terrorism.

Washington has refrained from calling the military intervention a “coup” – a label that under U.S. law would require it to halt aid. It called on Egypt’s army to exercise “maximum restraint” but has said it is not about to halt funding for Egypt, including the $1.3 billion it gives the military.

A U.S. official said on Tuesday that Washington encouraged that the Egyptian authorities had laid out a plan.

The army has insisted that the overthrow was not a coup and that it was enforcing the “will of the people” after millions took to the streets on June 30 to call for Mursi’s resignation.

Although Tuesday was comparatively quiet, there were minor violent incidents reported by late morning. Gunmen fired on a church in Port Said at the mouth of the Suez Canal overnight. Two people were wounded, medical sources said.

A 54-year-old man has been arrested in Surrey in connection with the murder of his brother and three other people in the French Alps.

Saad al-Hilli and his wife Iqbal, from Claygate, Surrey, her mother Suhaila al-Allaf and French cyclist Sylvain Mollier were shot on 5 September.

The family were on holiday by Lake Annecy when they were attacked.

Zaid al-Hilli, Saad’s brother, was arrested at an address in Chessington, in Surrey.

He had previously denied there was any feud between him and his brother.

‘Unanswered questions’

Two judges in Annecy are investigating phone calls made to and from the home of Zaid al-Hilli in the three-week period before the family left for a holiday, the BBC’s Christian Fraser, in Paris, reports.

He said: “The French investigators have expressed frustrations since last year that they have not been able to interview Zaid as a suspect.

“They did visit him in March but he was interviewed on that occasions only as a witness. Today’s pre-arranged arrest is presumably an opportunity to put some of the unanswered questions, under caution.

“French gendarmes have travelled to Britain but will not be involved in the interview. We understand the questions will be put by the Surrey police; though you can assume the French are directing proceedings.”

Annecy prosecutor Eric Maillaud told news agency AFP: “We felt there were enough reasons to take him into custody.

“We need to ask him questions about his schedule, his relationship with his brother and the family inheritance.”

About 100 British and French police officers are investigating the deaths.

The family’s home in Claygate was searched by French investigators after the shootings.

There have been difficulties in the past 10 months negotiating two very different legal systems.

Under the French criminal justice system investigating magistrates have independent powers to search premises or demand access to bank accounts and phone records.

In Britain search warrants have to be approved by the courts.

Last year a Joint Investigation Team (JIT), was set up under the auspices of the EU’s judicial co-operation policy, Eurojust, to overcome these kinds of problems.

The setting up of a JIT suggests a strong belief that the case will be solved in Britain.

Last month, Surrey Police issued an appeal to help trace a vehicle, thought to be a UK-registered right-hand-drive 4×4, which was seen near the crime scene.

The car was being driven on the Combre d’Ire Road in Chevaline, near Annecy, about 20 minutes before the shooting, the force said.

Surrey Police also said at the time that the Surrey and Sussex Major Crime Team had been working closely with the French authorities on “a number of lines of inquiry” in the UK.

Mr and Mrs al-Hilli’s daughters survived the shooting.

Four-year-old Zeena was discovered under her mother’s body inside the family car, eight hours after the shooting.

Her seven-year-old sister Zainab was found with serious head injuries after being shot and beaten.

A damning internal memo claims the State Department called off an investigation into allegations that U.S. Ambassador to Belgium Howard Gutman repeatedly trawled overseas public parks in search of prostitutes, including minors.

Undersecretary of State for Management Patrick Kennedy ordered the investigation closed shortly after it was opened, according to the memo, which was written by the State Department’s Inspector General. Gutman, who has not been charged with any crimes, said the allegations are ‘baseless.’

‘I am angered and saddened by the baseless allegations that have appeared in the press and to watch the four years I have proudly served in Belgium smeared is devastating,’ Gutman, 56, told MailOnline in an e-mailed statement. ‘I live on a beautiful park in Brussels that you walk through to get to many  locations and at no point have I ever engaged in any improper activity.’

The case against Gutman, a top Obama donor, was being investigated by the State Department’s Inspector General, or Special Investigations Division, which is an independent investigative arm.

The investigating agent ‘had determined that the ambassador routinely ditched his protective security detail in order to solicit sexual favors from both prostitutes and minor children,’ states the memo obtained by MailOnline. ‘As the agent began to plan surveillance on the ambassador to obtain corroboration, the agent reportedly received notification that [Kennedy] had directed [the State Department’s IG] to cease the investigation and have the agent return to Washington.’

Gutman is a top donor to President Obama, having raised a total of $775,000 for his 2008 campaign and inauguration committee, according to the Center for Responsive Politics. A native New Yorker and son of a Holocaust survivor, he has been married to his wife, Michelle Loewinger, since 1981.

He is adored by Belgians, who dubbed him in 2011 ‘the Ambassador who makes us love America again.’ One Belgian newspaper has even claimed that he could handily win an election if he ran for office there.

The case against Gutman is just one in a series of supposed State Department coverups outlined in the memo, which was first reported by CBS News’ John Miller. All specific references in the memo were omitted in a 2012 report by the Office of the Inspector General on the performance of the Diplomatic Security Service.

The report included only vague references to the incidents, stating that senior officials were ‘protecting favored [Diplomatic Security] rising stars from criminal charges or from embarrassing revelations that could harm a promising career.’

‘Such interventions take place often enough that several sources in the Department who regularly see [Special Investigations Division] cases summed the situation up with almost identical words: DS should never investigate DS,’ the report continued.

In another case cited in the memo, State Department officials reportedly manipulated an investigation into the ‘endemic’ hiring of prostitutes among agents belonging to former Secretary of State Hillary Clinton’s security detail.

Seven agents were accused of paying for sex while traveling with Clinton overseas. Two agents confessed to the deeds while a third ‘stated he paid for services that were ultimately not received.’

In one instance, State Department superiors allowed an offending agent to continue his role in securing a Moscow hotel ‘despite obvious counterintelligence issues.’

Investigators later uncovered evidence against four more agents and concluded that the problem within Clinton’s security detail was ‘endemic.’

As punishment, three agents were removed from the security detail and reassigned elsewhere.

But the investigation into the remaining four agents was stopped by senior officials, ‘despite the possibility of counterintelligence issues,’ according to the memo.

The document also references an ‘underground drug ring’ operating near the U.S. Embassy in Baghdad that allegedly provided drugs to U.S. security contractor.

The memo was brought to light by Aurelia Fedenisn, a former investigator for the State Department Inspector General. She says is sharing the memo with the media to shed light on how internal investigations are influenced by the State Department.

She told CBS that investigators expect some influence but that ‘the degree to which that influence existed and how high up it went, was very disturbing.’

State Department spokeswoman Jen Psaki pushed back against the allegations in the memo during a press briefing on Monday.

The ‘notion that we would not vigorously pursue criminal misconduct in a case, any case, is preposterous,’ she said. ‘We take allegations of misconduct seriously and we investigate thoroughly. All cases mentioned in the CBS report were thoroughly investigated or under investigation.’

Psaki added that the State Department has responded specifically to the Inspector General’s claims that its investigations are being influenced.

‘The department has responded to the recommendations in the [Inspector General’s] report,’ she added. ‘Diplomatic Security has taken the further step of requesting additional review by outside experience law enforcement officers on top of the [Inspector General’s] inspection so that officers with law enforcement experience can make expert assessments about our current procedures.’

Fascist statement: Heath Campbell, 40, appeared at a New Jersey court today to try to reclaim custody of his children, wearing full Nazi regalia and accompanied by fellow Nazi Bethanie White

A white supremacist appeared at court on Monday dressed in full Nazi uniform as he tried to convince a judge that he was a good father – despite having named one of his children Adolf.

Heath Campbell, who had four children, asked the judge to be allowed to see his 18-month-old son Hons.

The self-proclaimed Nazi, from New Jersey, has given three of his children Nazi-inspired names but claims he is fit to be a father and has never abused them.

‘Let me prove to the world that I am a good father.’

He said that he had never abused his children and had only named them. He has not seen his children in two years and the eldest three have been adopted.

The 40-year-old white supremacist appeared at a hearing in Hunterdon County Family Court in Flemington, NJ this morning. His regalia included knee-high black boots and swastika patches.

He told the TV station that whether wearing his Nazi uniform might sway the judge’s decision, depended on the judge.

Bethanie White, a member of his organization ‘Hitler’s Order’, was with Campbell at court – also covered in swastikas.

Adolf Hitler Campbell, six, and his younger sisters Joycelynn Aryan Nation, five, and Honszlynn Hinler, four, were taken into custody in January 2009.

State officials also took another son, Hons Campbell, from his parents Heath and Deborah Campbell just hours after he was born in November 2011.

A court denied the Campbells’ appeal to have their children returned last year.

The Nazi-inspired names came to light after a store refused to decorate a birthday cake reading ‘Happy birthday Adolf Hitler’ in December 2008.

In 2010, a New Jersey appeals court ruled there was sufficient evidence of abuse or neglect due to prior domestic violence to seize the children.

Authorities insisted putting the children into care had nothing to do with their names.

Court records from previous hearings show that the oldest child, Adolf, frequently threatened to kill people.

The mother reportedly had also once given a note to her neighbor saying she was terrified of her husband, who had threatened to kill her.

The Campbells have previously defended the names, saying they chose them simply because they liked them and they were unique.

Campbell said he named his son after the Nazi leader as ‘no one else in the world would have that name’.

Campbell has since separated from his wife and she has given up rights to her children.

A follow-up hearing has been scheduled for later this month.

An expectant mother and her young child died in a horrific boating crash on a North Carolina lake on Saturday.

Melissa Chambers Britt, 32, and her 3-year-old son William Jaiden Britt of Oak Ridge were killed when a speedboat collided with their pontoon boat.

William Clayborn Britt, 33, the boy’s father, was driving the boat and unharmed, while Melissa’s brother, Michael Chambers, was airlifted to hospital with serious injuries.

There was also a family of four in the speedboat, none of whom were injured in the incident on High Rock Lake just after noon.

Michael Greene, 52, has been named as the driver of the speedboat.

Investigations are ongoing and no charges have been filed in the case.

MyFox8 reported that Greene will have to wait until next week to hear if criminal charges will be pursued.

There is no speed limit on this lake but neighbors told WFMY that the speedboat was traveling around 50-60 mph when the crash occurred in a narrow section of the lake.

Melissa was thrown from the boat after the collision and a crew searched the lake for several hours before they retrieved her body. The young boy was taken to hospital where died.

A friend of the family told WFMY that his father jumped into the water in an attempt to save his son and pregnant wife.

Emergency crews said that they believe that the speedboat driver getting distracted may have caused the collision.

The fourth person on the boat, Michael Chambers, was taken to hospital with head injuries but he is expected to recover. The family pet dog is also missing after the incident.

Sgt Anthony Sharum of NC Wildlife told WXII: ‘The speed boat driver suddenly became aware of the pontoon boat and attempted to turn and avoid a collision but unfortunately they were too close together.’

Sharum added: ‘Oftentimes an operator can be distracted by passengers in their boat, maybe their gauges or telephones or looking at houses along the lakeside. Many things can distract a driver.’

Authorities say speed may have been a factor in the accident but claim there is no indication that alcohol was involved.

Around 50 volunteers also helped out with the search for Melissa on Saturday afternoon.

While it was reported that nobody on either boats was wearing a life jacket, a the friend of the Britt family told WFMY that the 3-year-old was indeed wearing a safety jacket.

Neighbors told Fox that they were shocked by the accident and feared for their own safety on the lake.

‘It worries me because I got a 17 year old and he goes on the pontoon sometimes and then I got my 5-five-year-old, it’s just scary,’ said Patina Nelson.

An RCMP staff sergeant has filed a multimillion-dollar lawsuit against 13 former colleagues in the force’s travelling equestrian show the Musical Ride, claiming she was sexually assaulted and harassed in the 1980s.

Staff Sgt. Caroline O’Farrell, 52, who works in Ottawa, claims she was sexually assaulted, assaulted and harassed from 1986 to 1987 while working as a constable.

Her ex-husband and their two children are also listed as plaintiffs, claiming $300,000 in damages under the Family Law Act for a loss of care and guidance from O’Farrell due to the alleged abuse.

The defendants are listed as Kevin Baillie, Gary Beam, Sylvain Berthiaume, Luc Boivin, Greg Chiarot, Francois Duguay, Marc Godue, Mike Herchuk, Cory Hoehn, David Kopp, Christine Mackie Windover, Gerry Ogilvie and Michael Roblee, as well as the Attorney General of Canada.

The statement of claim alleges that O’Farrell, one of the few women working in the Musical Ride, was subjected to an outdated hazing ritual in which she was doused with water and then dragged by her arms and legs through stall shavings mixed with manure and urine.

The suit, seeking more than $8 million in damages, alleges she was subjected to this because she was a woman.

It also alleges that when she began to complain and defend herself, she was harassed by her attackers for doing so. It alleges members of the ride took bets on when O’Farrell might attempt suicide and made fun of her for complaining.

It also alleges that when she fell asleep on a bus ride in Alberta, someone filmed a finger through the fly of his pants next to her ear, simulating a penis. It claims the video was shown to her and others, and left her feeling degraded as though she had been sexually assaulted.

Claimant says no substantial action taken

The statement of claim alleges O’Farrell was eventually transferred from the Musical Ride unit “against her will” because supervisors “couldn’t guarantee her safety,” and that an RCMP harassment investigation upheld her complaints.

“The final investigation concluded that there were over 100 incidents of harassment that had been substantiated. She was informed by the investigators that her complaint resulted in the largest internal investigation ever conducted in Ottawa,” the statement of claim reads.

“However, the RCMP took no real or substantial action against the harassers as a result of its investigation. Some of the harassers received informal discipline (counselling and warnings); others received no form of censure at all. Most of her harassers continue to work in the RCMP today, some as high-ranking officers and others as senior non-commissioned officers in positions of significant influence and authority,” the statement of claim reads.

O’Farrell was recently diagnosed with post-traumatic stress disorder as a result of her time with the Musical Ride, the statement says.

It alleges her marriage “deteriorated quickly,” that she hasn’t been able to have meaningful, long-term relationships with other men, and that her relationships with her children were also negatively affected.

Criminal charges briefly entertained, suit alleges

The statement alleges O’Farrell was called to a provincial Crown attorney’s office about possible criminal charges, but that the assistant Crown attorney refused to lay any because “the statute of limitations for those offences had passed to proceed on a summary conviction basis, and that the criminal charge could not proceed by way of indictment.”

It also alleges the assistant Crown attorney was the son of a former RCMP commissioner and the brother of an RCMP officer, that he said the charges would be embarrassing for her and the RCMP, and that he would withdraw the charges if they were filed.

The lawsuit does not name the assistant Crown attorney.

None of the allegations contained in the suit have been proven in court.

A statement from O’Farrell’s law firm said O’Farrell and her lawyer won’t be speaking to the media.

But in an emailed statement, her lawyer, Peter Cronyn, said:

“The assaults and sexual assaults on … O’Farrell were criminal acts perpetrated by and witnessed by police officers and yet no charges were ever laid, nor were there any consequences for the officers involved. The impact of these events and the failure of those in authority to protect her and to hold the perpetrators accountable have severely damaged our client and have substantially compromised her life and career.”

The RCMP did not immediately respond to requests for comment Tuesday morning.

Amanda Berry, Gina DeJesus and Michele Knight are returning to their families after being held captive for a decade — but the family of another girl missing for years from the same Cleveland neighborhood still is searching.

Ashley Summers was 14 when she went missing in July 2007, ABC Cleveland affiliate WEWS-TV reported.

When Summers vanished, authorities believed she might be linked to the other missing women.

But at a news conference Wednesday, Cleveland Deputy Police Chief Ed Tomba said investigators asked witnesses in the Berry-DeJesus-Knight case about Summers and did not uncover a connection.

“There is no new information that’s come to light about her,” Tomba said. “Ashley Summers is an active, open investigation.”

Nevertheless, Gina DeJesus’ aunt, Sandra Ruiz, asked the community to “rally together” and focus attention on helping to locate Summers, whom she called “our other family member,” at a news conference on Wednesday.

According to missing person’s foundation 411GINA.org, Summers packed her clothes and took them with her when she left home. Authorities believe she left on her own will.

She reportedly called her mother, Jennifer Summers, a month after she went missing to say she was OK, according to 411GINA.org, but her whereabouts still remain unknown.

Summers’ grandmother, Theresa Harris, 52, told ABC News that while she’s happy that the other missing girls were reunited with their families, she feels “frustrated” that no new information has come out regarding her granddaughter’s case.

“With the news development, it’s kind of bringing back all these feelings that our child is still out there missing,” Harris said. “I’m happy for the families, but angry that my granddaughter could be one of those girls that are held [against their will].”

Harris said she hopes the reemergence of the three missing women will bring about new information regarding the disappearance of her granddaughter.

ABC News’ calls to the FBI Cleveland Division were not immediately returned.
