The body of a little girl, age 4 or 5, has been found under a tarp in the middle of a suburban intersection outside Fort Worth, Texas.

Teenagers who found the girl in the city of Saginaw, Texas, on Monday night say the girl’s hands and feet were bound. She had a plastic bag over her head and she was naked, except for a pair of purple underwear.

By Tuesday morning, the FBI and local police executed a search warrant at her parents’ house – about a mile and a half from where the girl’s body was found.

Authorities say her parents reported the girl missing, though they are not sure whether that was before or after her body was found.

Teenagers playing in the street made the chilling discovery about 7.30pm after their parents told them to clean up a tarp that had been dumped in the road.

The children assumed that a passerby had dumped garbage in the neighborhood. Instead, to their horror, they found the girl’s body.

‘At first, I just thought it was some rubber stuff at first, and then I got a closer look and all I saw was a bag and I saw some hair sticking out and so, I was like, “Oh my God! It’s a girl!”‘ Josh Smith, 18, told KXAS-TV.

‘And that’s when I dropped to my knees and just started crying.’

Smith says he never again will be able to leave his house without thinking about the little girl he found near his front door.

The news shocked neighbors in the quiet community.

‘I was panicking. I was freaked out. How can somebody hurt a little girl?’ said Katie Whiddon, the mother of one of the teenagers who discovered the body, told KTVT-TV.

The FBI and Texas Rangers have joined Saginaw police in investigating the case, which is being called a murder.

The cause of death is not yet known.

Ms Whiddon told KDFW-TV that the girl was naked and bound and had a plastic grocery bag over her head.

By daybreak on Tuesday, authorities discovered the identity of the girl and were interviewing her parents.They also executed a search warrant on the house.

Neighbors told KDFW that the girl’s father went door-to-door last night about 8pm asking if anyone had seen his daughter.

Her body was found about 7.30pm. It is unclear whether her parents reported her missing before or after her body was found.

The girl’s home is located about a mile and a half from the crime scene where her body was found.

Pink toys belonging to a small child could be seen in the front yard of the home.

Police do not know why the body was dumped in such a conspicuous spot. They say it may have accidentally fallen out of the vehicle that was carrying it.

Neighbors say they noticed a red pickup truck with a green splotch on the rear passenger-side panel in the neighborhood shortly before the body was found.

Investigators believe the driver may have something to do with the body and have asked anyone with information about the truck to come forward.

FBI agents could be seen Monday night combing the block where the body was found, searching for possible clues.

Neighbors set up a makeshift memorial of flowers and teddy bears on the curb near where the girl was found in an attempt to cope with the disturbing discovery.

An elite team of 19 firefighters died Sunday while trying to protect themselves under fire-resistant shields from a fast-moving wildfire in Yarnell, Ariz., according to officials.

Authorities believe the wildfire began in Yarnell, about 90 miles northwest of Phoenix, Friday with a lightning strike and spread to at least 2,000 acres Sunday amid triple-digit temperatures, low humidity and windy conditions. As of 3 a.m. this morning, the Yarnell fire had tripled in size and is now 6,000 acres, according to Arizona incident commander Mike Reichling.

Eighteen of the victims were from the Prescott Granite Mountain Hotshots, fire officials said. It’s unclear where the other victim was based.

“We grieve for the family. We grieve for the department. We grieve for the city,” Prescott Fire Chief Dan Fraijo said at a Sunday night news conference. “We’re devastated. We just lost 19 of some of the finest people you’ll ever meet.”

The 19 deaths is the greatest loss of life for firefighters in a wildfire since 1933, according to the National Fire Protection Association.

It is also the deadliest day for U.S. firefighters since 9/11, when 340 died.

The team was known as a “hotshot” crew and was deployed to attack the fire line with tools.

“Hotshot” crews are elite firefighters who often hike for miles into the wilderness with chain saws and backpacks filled with heavy gear to build lines of protection between people and fires. They remove brush, trees and anything that might burn in the direction of homes and cities.

“They’re not the people that have engine companies and large trucks. These are the core of firefighting where they’re right there in the middle of the incident,” Fraijo said.

Fraijo said the crew killed in the Yarnell fire worked other wildfires in recent weeks in New Mexico and Arizona.

He added that the firefighters had to deploy the tent-like structures when “something drastic” occurred.

“One of the last fail-safe methods that a firefighter can do under those conditions is literally to dig as much as they can down and cover themselves with a protective — kind of looks like a foil type, fire-resistant material — with the desire, the hope, at least, is that the fire will burn over the top of them and they can survive it,” Fraijo said.

The Prescott-based crew never had to use shelters during a wildfire, according to a 2012 profile in a Cronkite News Service report.

Reichling, the incident commander, said half of the 500 structures in Yarnell have been destroyed by the “radical weather.” Most of Yarnell’s 700 residents have been forced to evacuate.

“We have fires throughout the state right now. We have the winds that change. That’s what happened today and caused this tragedy,” he said.

Evacuee Don Mason said, “I don’t know if my home’s standing or not, but from what I’ve heard, most of Yarnell has burned to the ground. So it’s been tough.”

About 200 firefighters are fighting the wildfire, which has also forced the closure of parts of state Route 89. None of the fire is contained.

President Obama, who is traveling in Africa, released a statement early this morning, calling the 19 firefighters “heroes” for putting “themselves in harm’s way to protect the lives and property of fellow citizens they would never meet.”

Former U.S. Rep. Gabrielle Giffords expressed her shock on Twitter, calling the death of the firefighters “absolutely devastating news.”

Arizona Gov. Jan Brewer said in a statement, “This is as dark a day as I can remember. It may be days or longer before an investigation reveals how this tragedy occurred, but the essence we already know in our hearts: fighting fires is dangerous work.”

Brewer said she would travel to the area later today.

A suicide bomb blast at a funeral in northwest Pakistan killed at least 20 people Tuesday, including a newly elected provincial lawmaker, authorities said.

[Updated, 7:56 a.m. PDT June 18: Authorities later revised the casualty toll upward, saying 27 people died and 57 others were injured.]

Police said they were looking into whether the target may have been Imran Mohmand, the independent candidate in the May 11 parliament and provincial assembly elections who was killed in the blast. He was among those attending the funeral for a man who had been shot and killed on Monday.

The attack occurred in Mardan, a small, largely Pashtun city located about 85 miles from Islamabad, the capital.

Officials said the bomber was able to approach the crowd despite the presence of several police officers providing security at the funeral. Some of those officers were among the casualties, said Jafar Khan, a senior Mardan police official.

“Police here are already on high alert,” said Shaukat Yousafzai, information minister for the northwest province of Khyber-Pakhtunkhwa, where Mardan is located. “But stopping suicide attacks is very difficult, and we’re doing what we can to bring peace to the province. We don’t want any more bloodshed.”

No group has claimed responsibility for the attack. It comes just three days after militants in the southern city of Quetta stormed a hospital and bombed a women’s university bus, killing 25 people.

Lashkar-e-Jhangvi, a sectarian militant group allied with the Pakistani Taliban and Al Qaeda, claimed responsibility for that attack. Fourteen female students aboard the bus were among those killed.

Miss USA Contestants

A field of 51 beauty queens from every U.S. state and the District of Columbia are set to compete for the 62nd Miss USA title Sunday.

The contestants will strut across the stage at the Planet Hollywood Resort & Casino on the Las Vegas Strip.

The woman crowned the 2013 Miss USA winner will replace reigning queen Nana Meriwether and go on to compete in the Miss Universe pageant.

The night’s winner also becomes a spokeswoman for breast and ovarian cancer awareness and other causes, while traveling to promote the organization.

The beauty queens will battle it out in three competitions: swimsuit, evening gown and interview question.

Contestants will be whittled to 15 following the show’s opening number, in which the beauty queens introduce themselves one-by-one.

Most of the competitors will be quickly sent home. The top 16 were picked by preliminary judges through competitions and interviews during the week before the telecast.

Celebrity judges including fashion designer Betsey Johnson, “Biggest Loser” star Bob Harper and “Wait Wait … Don’t Tell Me” personality Mo Rocca will then pick the top eight after the swimsuit competition. The judge panel will narrow it down to a top 4 after the evening gown portion.

This year, graduation has become a battleground for some school officials and students. With schools tightening restrictions on who gets to walk, seniors are fighting for their rights in the last hours of their high school careers.

Take 17-year-old Chelsey Ramer. Her private school, Escambia Academy, is holding the Alabama grad’s diploma and transcripts until she pays a $1,000 fine—all because she hung a lone eagle feather alongside her cap’s tassel during her May 23 commencement ceremony.

Ramer, a member of the Poarch Creak Band of Indians, told Indian Country Today Media that the feather was an important spiritual and cultural symbol of pride, and that she’d decided to wear it even after being warned not to by her then-headmaster, Betty Warren (who has since been replaced, though it’s unclear whether that was related to this incident). Escambia’s dress code prohibits “extraneous items during graduation exercises unless approved by the administration.”

But, Ramer said after the incident, “it was worth every penny of the thousand dollars. This is what I’ve been waiting on, and I feel like I have a right to wear it.” To the local WPMI-TV, she added, the situation felt like “discrimination.”

A receptionist answering the phone at Escambia Academy told Yahoo! Shine, “We have no comment.”

Other recent incidents seem just as extreme: In Tennessee, honors student Austin Mendoza was banned from his graduation ceremony after he missed a mandatory rehearsal because he had to go to work to help pay for college.

And in New Mexico, a transgender student was essentially pushed out of his commencement ceremony by being told he had to wear a white robe, for girls, instead of a black robe, for boys, at the private St. Pius X school. As a result, the student, Damian Garcia, chose to skip  the event. “I’m fully respecting this and myself by not walking and/or attending the ceremony at all,” he said in a Facebook post.

“When it comes to students expressing their First Amendment rights, disciplining students by not allowing them to graduate is unacceptable,” Gabe Rottman, legislative counsel for the ACLU, told Yahoo! Shine, adding that his office has seen an uptick in aggressive discipline in schools lately. “Not only is that punishment disproportionate to the crime, but the schools are missing out on an opportunity to teach students the value of freedom of expression.”

When it comes to freedom of expression cases in public schools, Rottman explained, students are usually ruled against if their speech is really disruptive, is particularly offensive or crude, or is presented as if the student’s expression is representative of the school. Cases in private schools are “way more complicated,” though, he noted.

“In general,” Rottman said, “overly punitive disciplinary policies tend to be counterproductive to good education.”

Having strict policies is a trend that’s been building for a while, though, as 2012 also brought a rash of pushed-out graduates—including Justin Denney, in Maine, whose superintendent sent him back to his seat with no diploma after he impulsively bowed and blew a kiss to his family. “There was no misbehavior. Showboating is not misbehavior,” his mother, Mary Denney, had told WMTV News 8. “A bow, a kiss to your mom is not misbehavior. There was no need of my son not getting his diploma.”

Also last year, in Cincinnati, high school senior Anthony Cornist was denied a diploma after his family’s “excessive” cheers apparently disrupted the graduation ceremony at Mt. Healthy High.  “I will be holding your diploma in the main office,” read a letter from principal Marlon Styles, Jr., “due to the excessive cheering your guests displayed during the roll call.” He then demanded 20 hours of community service from Cornist, who told the news station, “I did nothing wrong except walk across the stage.”

And then there was Kaitlin Nootbaar, the valedictorian of Oklahoma’s Prague High School, who dared include the word “hell” in her speech. As a result, the school held back her diploma and demanded an apology. “She earned that diploma. She completed all the state curriculum,” her father, David Nootbaar told KFOR-TV news. “In four years she has never made a B. She got straight A’s and had a 4.0 the whole way through.”

Attorney Jason Bach, whose Education Litigation Group represents students in Las Vegas, Chicago and Austin, attributes this sort of zero-tolerance discipline, which has been increasing in recent years, to “institutional arrogance.” Creating rules without thinking through how they will apply to individual situations, he told Shine, provides an easy out for administrators. “It’s convenient for the schools,” he said, who “won’t have to make judgment calls if they have a rule they can apply brainlessly.”

A prosecutor says a Detroit police officer made critical errors during a raid that led to the fatal shooting of a 7-year-old girl.

Jurors have heard opening statements Monday in the involuntary manslaughter trial of Joseph Weekley. There’s no dispute that he fired his gun, striking Aiyana Stanley-Jones in 2010.

Assistant prosecutor Rob Moran says Weekley hesitated at the door instead of charging into the house to hunt for a murder suspect after a stun grenade was fired inside. Moran says an officer in that situation isn’t supposed to stop.

Defense attorney Steve Fishman says Aiyana’s death was a tragic accident. He says Weekley pulled the trigger when the girl’s grandmother reached for the gun.

Police were accompanied by a crew from a reality TV show, “The First 48.”

Paraplegic Surfing

PASCALE Honore is just like any other surfer, keen to drop everything when the waves are up to find the perfect ride – except she’s a paraplegic.

In order to ride the waves of the state’s rugged West Coast, Pascale and her surfing partner Tyron Swan, 23, have come up with a unique solution involving a roll of duct tape and a whole lot of courage.

Before she hits the water the 50-year-old Elliston mother slips herself into a backpack – “just a Kmart special”, she says – with leg holes cut into the bottom. She’s then lifted on to Ty’s back before another helper is called in to wind the silver tape around the pair’s shoulders, waists and legs. Then they go surfing.

Pascale was left paralysed after a car accident resulted in a T4 spinal cord injury 18 years ago.

“We’d had a day out in Port Lincoln,” Pascale says. “I’d had a couple too many drinks, no seatbelt – I used to have an EH Holden, but I’d just got a new car with power steering.

“I was talking with my friend and suddenly realised I was on the wrong side of the road and over-corrected. She had her seatbelt on and just ended up with a big bruise. I think I was ejected from the driver’s-side window and fell on some rocks. She was calling for me, and I was yelling out, `I can’t move my legs. I can’t get up’.”

Flown from Elliston to the Royal Adelaide Hospital, Pascale has a clear memory of the first words she heard upon emerging from her sedation.

“I just remember waking up with the guy’s head above me and he said, ‘You’ve had a car accident and you’ll be in a wheelchair for the rest of your life’. He was the surgeon, but I didn’t know that at the time. I just remember thinking, `What are you on about?’ ”

After five-and-a-half months of rehabilitation, Pascale had accepted the fact that she would never walk again, but was also determined that it wasn’t going to define her life.

“People would say to me, `picture yourself walking again’. One day I just told myself, `well maybe I could walk one day, but in the meantime what am I supposed to do?’ That’s when I decided to just get on with it. You either look at what you’ve got or you look at what you haven’t got.”

Born in Paris, Pascale hit the hippy trail after the death of her father when she was 20. Travelling through Sri Lanka, India, Nepal and Indonesia, she eventually found herself picking grapes in the Southern Vales.

“I was working in the vineyards when a friend said, `do you want to come to Streaky Bay?’ Her car broke down in Elliston, and we had to stay here for a week. That’s when I fell in love with the place.”

A sleepy one-pub hamlet halfway between Port Lincoln and Streaky Bay, Elliston has one thing in abundance – waves.

Pascale says she loved watching her boys – Tom and Morgan – surf the waves that break on the reefs outside of town, but couldn’t help but feel frustrated that she couldn’t ride them herself. That’s when Ty, a professional diver and good friend of her sons, came up with a plan.

“We were just sitting around one night having a few beers when I thought, `yeah, I reckon I could surf with Pascale on my back’,” Ty says.

Eventually that seed of an idea took root, and the pair began to seriously look at the logistics of surfing together.

“Everyone said we were crazy,” Ty says. “Even the loosest people I know said we were crazy.

“People had all kinds of suggestions, like maybe I should practise with a 45kg backpack on. The only problem is that a 45kg backpack isn’t buoyant like a person is, so if I wiped out I was going straight to the bottom.”

After practising in flat water behind a mate’s jet ski one day last December, Ty and Pascale decided it was time to try a wave. Towing out to the famous Blackfella’s reef break, the surfers in the water couldn’t quite believe what they were witnessing.

“I knew a couple of guys out there and I told them, ‘we’re gonna catch a wave’. They were like, `you’re gonna what!”‘ Ty says.

The first wave they caught was a successful ride, and Pascale says she’ll never forget the feeling.

“I just remember looking up and seeing the colours in the wave, hearing that sound … it was all over too soon,” she says. Since that first day the pair has surfed on a number of occasions, slowly refining their unique double act.

Their next adventure involves a trip up the West Australian coast, where pro surfer Ry Craike has promised to tow them into a big wave off Kalbarri.

“We’ve bought an old Toyota Coaster bus with a wheelchair lift on the back,” Pascale says.

“It’s pretty old, but it’ll be all right.”

Having stitched up a new board thanks to Fanatic Surfboards, the pair is looking for just one more thing to make the dream a reality.

“We’d really love a duct-tape sponsor,” Ty laughs.

“We go through a whole heap of it.”
