U.S. Defense Secretary Leon Panetta expressed concern on Monday about mounting tensions between Beijing and Tokyo over a disputed island group, urging “calm and restraint on all sides” as anti-Japanese protests flared in China for another day.

“It is in everybody’s interest – it is in everybody’s interest – for Japan and China to maintain good relations and to find a way to avoid further escalation,” Panetta told a news conference after meetings with the Japanese foreign and defense ministers.

Panetta’s remarks came during a weeklong trip to Asia that includes stops in Beijing and Qingdao, home of the Chinese navy’s North Sea fleet.

The U.S. defense secretary, who arrived in China late on Monday, will meet with Chinese Defense Minister Liang Guanglie and Vice President Xi Jinping, who is due to take over as president next spring.

Panetta’s visit is aimed at developing a closer military relationship with China while also working to deepen U.S. defense ties with its longtime treaty allies as part of a shift in U.S. strategic focus to the Asia-Pacific region.

As part of that effort, Panetta and Japanese Defense Minister Satoshi Morimoto announced on Monday the two countries have agreed to locate a second missile defense radar system on Japanese territory to protect against a growing North Korean ballistic missile threat.

“(The radar) will enhance the alliance’s ability to defend Japan, our forward deployed forces and the U.S. homeland from a ballistic missile threat posed by North Korea,” Panetta said.

An X-band missile defense radar is already in place at the Shariki base in Japan, and many U.S. warships are equipped with the radar as part of the Aegis weapons system. But the two countries agreed to begin evaluating sites for a second land-based system.

“More is better,” a U.S. defense official, speaking on condition of anonymity, said in explaining the decision.

“This deployment will be a force multiplier for the United States and our allies,” the official added, saying it would enable the United States to spread out its ships to better track the missile threat.

The official insisted the system was not aimed at China, but rather was “focused on addressing the growing North Korean missile threat” to the United States and its allies.

The missile defense issue illustrates the balancing act Panetta faces during his visit to the Asia-Pacific region.

He is working to build up the military capabilities of U.S. allies as part of the U.S. strategic shift while trying to reassure Beijing that Washington does not aim to thwart China’s emergence as a global power.

On the islands dispute, Panetta said Washington stood by its mutual defense obligations under the U.S.-Japan security treaty, but he also pressed for Japan and China to take constructive steps to resolve the dispute peacefully.

China and Japan both claim the islands, called Senkaku by Tokyo and Diaoyu by China, which are located in waters thought to be rich in natural gas.

The protests across China were triggered by a Japanese government decision last week to purchase the islands from a private Japanese owner. Beijing warned that the Japanese move was a provocative violation of its sovereignty.

“Obviously we’re concerned by the demonstrations (in China) and we’re concerned by the conflict that is taking place over the Senkaku islands, and the message that I have tried to convey is a message that we have to urge calm and restraint on all sides,” Panetta told reporters.

Bogota's mayor-elect Gustavo Petro casting his vote

A former left-wing rebel has been
elected mayor of the capital, Bogota, as Colombians vote in local elections.

Gustavo Petro, 51, a former guerrilla with the defunct M-19 movement, won 32%
of the vote after running a “zero corruption” campaign.

His main opponent Enrique Penalosa, the favoured candidate of former
President Alvaro Uribe, conceded after polling 25%.

During a violent campaign, 41 candidates were killed nationwide.

Mr Petro said his win showed that reconciliation was possible in Colombia,
which is plagued by violence from left-wing guerrillas and right wing death
squads. Thousands die each year in Colombia’s armed conflicts, which are fuelled
by cash from the illegal narcotics trade.

“Bogota has chosen as its mayor a son of the peace process of 1989,” Mr Petro
said in his acceptance speech. “Bogota is saying yes to reconciliation, yes to
peace.”

He was given amnesty after serving two years in jail for his involvement in
the M-19 group.

Five years ago, his denunciations as a senator of close ties between national
and regional politicians and right-wing death squads spurred the so-called
“parapolitics” scandal that has landed more than 60 politicians in prison for
crimes ranging from criminal conspiracy to murder.

Last year, Mr Petro helped uncover a bid-rigging scandal in Bogota that has
landed its previous elected mayor, Samuel Moreno, in jail facing corruption
charges.

The voting in the capital was part of nationwide regional and municipal
elections, with 32 governorships and more than 1,100 mayoral and municipal
council post being contested.

Authorities and electoral watchdog groups reported relatively few voting
irregularities.

Mayor Ed Lee, who in January promised to fill out his predecessor’s term as a caretaker and swore off aspirations to run for the job this fall, on Monday announced plans to enter the race, upending a crowded political field.Surrounded by a media crush, Lee requested filing papers at the city’s election department before emerging to answer questions about broken promises that will probably shadow him throughout the campaign.The former tenants-rights activist turned city administrator said he only recently had reversed his position, persuaded by many residents and some elected officials that he owed it to the city to press ahead in his trademark cooperative style.

“We’ve changed the tone of government,” said Lee, 59, flanked by his family. “I really feel good about it, and I don’t want to let it go.”

Lee said that when the Board of Supervisors named him to the seat vacated by now-Lt. Gov. Gavin Newsom, he had no intention of seeking election. His pledge to stay above the fray was a key condition for a slim majority vote of the former board and a unanimous vote of the newly seated one that placed him in office. Four of the former and current officials who backed Lee are running for mayor. Among them is board President David Chiu. “Make no mistake, I am disappointed that he broke his promise to San Franciscans not to run for office,” Chiu wrote in a message to supporters Monday. “But it will ultimately be up to the voters to judge the character, vision and record of those who want to lead our city for the next four years.”

Lee’s drama-free approach to problem-solving has proved a marked contrast to the contentious battles between moderates and progressives that have plagued recent administrations in San Francisco’s liberal landscape. The political theater has at times paralyzed the business of governing.

But Lee on Monday cited a host of achievements this year that resulted, he said, from his “deliberate effort to reach out” to all constituents and colleagues. Among them:

Persuading Twitter and other tech companies to maintain a corporate presence in the city, promoting a local-hire rule, shepherding passage of a balanced budget despite inheriting a $380-million deficit, hiring a popular police chief, negotiating a pension reform proposal and securing the America’s Cup sailing race.

“I have been part of changing the way city government is run, and I have been striving to do this for 21 years,” said Lee, who is of Chinese descent and the city’s first Asian American mayor. “Things have changed at City Hall over the past seven months, and because of that, I’ve changed my mind.”

Lee credited Sen. Dianne Feinstein (D-Calif.) for helping persuade him that San Francisco needed his continued steady hand. She became the city’s last interim mayor after the 1978 assassination of George Moscone, an appointment that catapulted her into two elected terms as mayor and then national politics.

But critics and a number of political experts said that the act of entering the November race would instantly tarnish Lee’s image.

One citizen struggled as he was ushered out of the elections office Monday after demanding that Lee step down for filing his papers “under false pretenses.” Chiu, meanwhile, told KQED-FM (88.5) radio that the interim mayor’s decision “will certainly have an impact on our working relationship moving forward, about what we’re able to trust in what he says.”

Three separate efforts to persuade Lee to run were launched in recent months.

Progress for All, the group behind the polished “Run Ed Run” campaign, was the subject of a previously scheduled policy discussion Monday by the city’s ethics commission. At issue is whether the group is an independent expenditure committee working on behalf of a candidate, which would mean it skirted a $500 per-contributor cap. Its founder has argued that because there was no candidate, the group was more akin to a political action committee. If Lee or anyone involved in his campaign authorized or assisted the committee, that would be improper collusion, the ethics director has said.

The San Francisco Chronicle has reported that Progress for All’s small group of donors is closely allied with either former Mayor Willie Brown or Chinatown power broker Rose Pak — both long criticized for a backroom-dealing style of politics. Brown and Pak were key to talking Lee into taking the interim post.

“Ed Lee told us he didn’t want to be interim mayor. But powerful people insisted he do it, so he did. Then Ed Lee told us he didn’t want to run for mayor. But powerful people insisted he run,” City Atty. Dennis Herrera, who also is running for mayor, said in a statement. “To my mind, Ed Lee’s biggest problem isn’t that he’s a dishonest man — it’s that he’s not his own man.”

Though Lee said he enjoyed the “Run Ed Run” posters that caricatured his bushy mustache, he insisted Monday that he was not in any way allied with the campaign.

“I will not change the way I do business,” he said. “I will continue to be Ed Lee, reaching out and cracking my sorry jokes.
