Rebekah Brooks, the former head of Rupert Murdoch’s British newspaper arm, has been charged with perverting the course of justice over the News of the World phone hacking scandal.

Brooks was charged with concealing material from detectives, conspiring to remove boxes of archive records from Mr Murdoch’s London headquarters, and hiding documents, computers and other electronic equipment from police.

The maximum sentence for perverting the course of justice is life imprisonment.

Also charged were Brooks’ racehorse-trainer husband Charlie Brooks, her secretary, and other staff from News International, including her driver and security officials from the British newspaper arm of Mr Murdoch’s News Corp media empire.

The charges are the first since police re-launched an investigation into alleged illegal practices at News Corp’s British newspapers, following accusations the extent of wrongdoing had been covered up.

“I have concluded … there is sufficient evidence for there to be a realistic prospect of conviction,” Alison Levitt, principal legal adviser to the UK’s Crown Prosecution Service, said.

“All these matters relate to the ongoing police investigation into allegations of phone hacking and corruption of public officials in relation to the News of the World and The Sun newspapers.”

‘Weak and unjust’

Brooks and her husband released a statement confirming the charges.

“We deplore this weak and unjust decision. After the further unprecedented posturing of the CPS, we will respond later today after our return from the police station,” they said.

Brooks presided over the News of the World during the time when dozens voicemails, including those of murdered schoolgirl Millie Dowler, were hacked to provide stories for the tabloid.

Dubbed by some as Mr Murdoch’s “fifth daughter”, Brooks edited the News of the World from 2000 to 2003 and went on to become the first female editor of the Sun daily tabloid, Britain’s most widely read newspaper, for six years.

Rebekah Brooks and Cheryl Carter between July 6 and 19, 2011, conspired together permanently to remove seven boxes of material from the archive of News International.

Charge 3 – Conspiracy to pervert the course of justice
Rebekah Brooks, Charles Brooks, Mark Hanna, Paul Edwards and Daryl Jorsling conspired together and with persons unknown, between July 15 and 19, 2011, to conceal documents, computers and other electronic equipment from officers of the Metropolitan Police Service.

Long-running scandal

The news is also embarrassing for British prime minister David Cameron, who was close friends with Brooks and her husband.

Police re-launched an investigation in January last year into claims journalists at the News of the World routinely hacked into the phones of celebrities, politicians and victims of crime to generate front-page stories.

They are also investigating whether staff hacked into computers and made illegal payments to public officials, including the police, to get ahead in their reporting.

The action against Brooks comes as Mr Murdoch is increasingly under fire in Britain. He has been forced to close one newspaper, withdraw a major takeover bid for a TV station and been described by a parliamentary committee report as someone who is not fit to run a major international company.

The phone-hacking scandal first broke six years ago when the royal correspondent from the News of the World and a private detective were arrested and later jailed for hacking the phones of aides to the royal family.

News International maintained the practice was limited to one rogue reporter until that defence crumbled last year as detectives reopened their investigation amid claims their initial probe had been insufficient.

The explosive saga has shone a light on close ties between the media, British politicians and the police, with Brooks one of the central characters.

More than 160 staff are now working on one of the biggest investigations ever carried out by London police, and almost 50 people have been arrested.

A protester who has tried to attack Rupert Murdoch as he was being questioned by MPs has been named as comedian Jonnie Marbles by Sky sources.

Mr Murdoch’s wife Wendi Deng and his son James immediately jumped to his defence as the attack was launched while MPs were asking their final questions of the two men.

MP Chris Bryant condemned the attack in which the media mogul had a plate of foam pushed into his face.

Ms Deng, who had been sitting behind her husband as he gave his evidence to the committee, had leapt up and pushed the assailant away. 

She then smacked the plate over the demonstrator as he was led away by police.

Members of the audience described how the protester said “You naughty billionaire” to Mr Murdoch as he carried out the attack.

Audience member Jeff Read, 43,The film-maker went on: “Everyone in the room seemed stunned.

“The police really seemed stunned – there was no one on Murdoch’s side of the room.

“Murdoch’s wife got up and took the plate, and smacked the guy who did it as hard as she could. I suppose the assailant was really shocked by that.”

The hearing was suspended as the man, wearing a checked shirt, was detained by police.

As he was taken out of the building in handcuffs, the man refused to give his name, saying: “As Mr Murdoch himself said, I’m afraid I cannot comment on an ongoing police investigation.”

Describing himself as an activist and comedian, Mr Marbles wrote on Twitter just before the incident: “It is a far better thing that I do now than I have ever done before #splat.”

The moment Rupert Murdoch was targeted by a protesterMPs suspended their questioning of Rupert Murdoch for 15 minutes after a protester lunged towards him wielding a shaving foam pie.

The session had been going for two hours when the man rushed forward from the public gallery towards the News Corp chairman and chief executive.

He was fought off by a group of people including Mr Murdoch’s wife Wendi, who was also in the public gallery.

The alleged perpetrator was identified on Twitter as Jonnie Marbles.

The man, who describes himself as an activist and comedian, wrote on the website just before the incident: “It is a far better thing that I do now than I have ever done before #splat.”

The protester reportedly shouted “you naughty billionaire” as he approached Mr Murdoch – who was being questioned in a room in Portcullis House, a building adjacent to the Houses of Parliament where many MPs have their offices.

Seconds after the incident occurred, Tory MP John Whittingdale – who chairs the Commons media committee and was overseeing proceedings – suspended the session.

People were quickly ushered out of the room, the BBC’s political editor Nick Robinson said, and reporters and members of the public were not re-admitted.

‘Remaining calm’

Nick Robinson said Rupert Murdoch had remained calm but that his son James – who was sitting next to his father at the time – seemed incensed by the incident.

Jamed Murdoch said he was angry that Commons security staff had failed to protect his father.

Labour MP Chris Bryant, who was present in the committee room, said the attacker tried to shove a plastic plate with shaving foam on it in Rupert Murdoch’s face.

“It’s a contempt of parliament to do something like this.”

Asked about security levels in the building, he said: “I guess they weren’t looking for shaving foam.”

When the hearing resumed, Mr Murdoch was no longer wearing his jacket.

The pie-thrower who attacked Rupert Murdoch is a renowned activist who is one of the founding members of a left-wing protest group.

Comedian Jonnie Marbles – real name Jonathan May-Bowles – has been involved in protests in the past, it has been claimed.

Moments before he carried out the attack he wrote on Twitter: ‘It is a far better thing that I do now than I have ever done before #splat’.

The 26-year-old, from Croydon, south London, had been tweeting live updates from inside the hearing on an iPhone.

He is allegedly involved with UK Uncut – a protest group who have targeted Barclays, Topshop and Vodafone for alleged tax avoidance with a series of sit-ins.

After the security breach, the Met Police will face difficult questions about how a high-profile activist managed to get in to the Select Committee hearing.

Eyewitnesses said a member of the audience sitting at the back of the room stood up and walked around to the front where Mr Murdoch was giving evidence and threw what appeared to be a paper plate covered in shaving foam at him.

James Murdoch was in mid-sentence as the attacked was launched.

Wendi Murdoch, who had sat behind her husband throughout his appearance before the Commons Culture, Media and Sport Committee, appeared to strike back at the assailant in defence of her husband.

Minutes after the protest he had apparently been ditched by his unimpressed girlfriend, Twitter user pageantmalarkey, who wrote: ‘Not funny. Not clever. Not your girlfriend.’

Marbles had been tweeting throughout the hearing that he thought Rupert Murdoch had been giving limited answers to some questions.

This morning he had written: ‘Last night I had a dream that I was wrapped up in an epic battle between all that is right and good and the forces of darkness.’

Earlier this year the activist had been planning a comedy gig in a branch of Barclays in Soho, London during a sit-in.

Marbles told comedy website londonisfunny: ‘The protest is about a lot of terrible things to do with the banks – the derivatives market, the bonuses – the whole banking system is corrupt and failed.

‘The banks are responsible for the financial crisis and the mess we’re in, now we are seeing huge cuts to arts venues that put on comedy gigs, so the number of venues and audiences for comedy will be decimated.

‘Stand-up comedy is a fun way of emphasising these cuts in the very space that has done all the damage. When we get kicked out, we’ll take the gig out onto the street.

Rupert Murdoch arrives, reading the News of the World

Labour leader Ed Miliband says he
will force a Commons vote to delay News Corporation’s proposed takeover of
BSkyB, until the investigation into the News of the World is completed.

The last edition of the newpaper has been published, with a full-page apology
for hacking mobile phones.

News Corporation owner Rupert Murdoch has arrived in the UK to take charge of
the handling of the scandal.

Transport Secretary Philip Hammond said he was “concerned” by the BSkyB
deal.

Mr Miliband urged Mr Murdoch to take action and sack executive Rebekah
Brooks.

Mrs Brooks – a former News of the World editor and now chief executive of
News International – has been under pressure over staying in her role while
journalists on the paper have lost their jobs.

Mr Murdoch immediately went to News International’s head office at Wapping in
east London after flying into the country.

Mr Miliband denied he had “declared war on Rupert Murdoch” but also called on
him to abandon the BSkyB bid.

In its final editorial the paper says: “Quite
simply, we lost our way”.

Publisher News International axed the 168-year-old tabloid in the wake of
phone-hacking allegations last week.

Campaigners, including actor Hugh Grant, have claimed the closure of the
paper was a cynical move designed to protect the BSkyB takeover.

Mr Miliband said the takeover should be referred to the Competition
Commission rather than “relying on assurances from News International”.

He said he did not want to force a vote in the Commons but David Cameron had
left him no option.

‘Disgusting revelations’

“He has got to understand that when the public have seen the disgusting
revelations that we have seen this week, the idea that this organisation, which
engaged in these terrible practices, should be allowed to take over BSkyB, to
get that 100% stake, without the criminal investigation having been completed
and on the basis of assurances from that self-same organisation – frankly that
just won’t wash with the public,” he told BBC1’s Andrew Marr programme.

Mr Hammond told Sky News: “I understand people would be very concerned [if
the BSkyB takeover went through while criminal investigations were ongoing] and
I think many of us would be very concerned.

“But we have to operate within the law. If the motion is calling on the
government to ignore its duties under the law, simply to ride roughshod over the
law, then I’m afraid that would be calling on us to be in no better position
than others are currently being accused of,” he added.

The Labour leader also denied there were similarities between former NoW
editor Andy Coulson, who went on to work for the Conservatives, and his own
director of strategy Tom Baldwin.

Mr Coulson resigned as the prime minister’s spokesman in January saying
ongoing hacking claims were distracting him from his job. He denies knowledge of
phone hacking during his NoW editorship from 2003-07.

Earlier Andrew Marr asked Mr Miliband allegations which had been made by
Michael Ashcroft, a former deputy Conservative chairman and major donor, that Mr
Baldwin, a former journalist at The Times, had recruited a private investigator
to hack into Mr Ashcroft’s bank account.

Mr Miliband said the claims were not true, Mr Baldwin
had denied it and it did not bear comparison with Mr Coulson’s situation.

He added: “I have to say that this is pretty desperate stuff because the
prime minister must answer the real questions at the heart of this affair –
about his error of judgment in hiring Andy Coulson and the mounting evidence
there now is about the warnings that were given to him before he brought Andy
Coulson into the heart of the government machine.”

Energy Secretary Chris Huhne, a Liberal Democrat, did not rule out voting for
the motion in the Commons but said he would have to study the wording.

He said: “There are two separate processes here – one is that Ofcom can at
any time investigate whether the people running one of our broadcast
organisations are fit and proper people – and that’s not associated with the
question of clearing the merger.

“I believe we should have a personal assurance from Rupert Murdoch that these
illegal practices were confined to the News of the World.”

Meanwhile Scotland Yard Assistant Commissioner John Yates has expressed
“extreme regret” for not reopening the phone hacking investigation two years
ago.

In an interview with the Sunday Telegraph, he said he regretted the way he
had handled it after reviewing the initial police investigation which led to the
conviction of private investigator Glenn Mulcaire in 2007.

Mr Yates said he did not re-examine the 11,000 pages of material recovered
from Mulcaire’s home but spent eight hours considering the matter, and consulted
the Crown Prosecution Service, but decided there was no likelihood of further
convictions.

Yates ‘will not resign’

He said the decision now seemed a “pretty crap one”.

Mr Yates admitted the Metropolitan Police’s reputation had been tarnished by
the scandal but said he had no intention of resigning.

Around 200 people will lose their jobs with the closure of the NoW

During a short speech to more than 200 staff outside the paper’s offices in
Wapping, east London, late on Saturday night editor Colin Myler held up the
8,674th and final edition of the Sunday newspaper, saying: “This is not where we
want to be and not where we deserve to be.”

The NoW has doubled Sunday’s print run to five million, with money from the
sales being donated to four charities.

Alan Edwards, one of the NoW journalists who has now lost his job, told the
BBC it had been a “terribly emotional” final day on the paper, working on a
“momentous edition”.

He said: “We wanted to leave with our heads held high. Whatever went on years
ago was nothing to do with those of us who left yesterday.”

The family of murdered schoolgirl Milly Dowler, whose phone was allegedly
hacked after her abduction in 2002, is to meet Deputy Prime Minister Nick Clegg
on Monday to discuss the independent inquiries related to the phone hacking
scandal, and will also meet Prime Minister David Cameron.

In a letter to MPs released on Saturday, Mrs Brooks denied all knowledge of
alleged hacking of the phone of murdered schoolgirl Milly Dowler or any other
case while she was editor.
