On the witness stand, Chicago police Officer Sylshina London recalled how she had been terrified while driving to work in March 2010 when an occupant in another car threw a glass bottle, hitting her in the face, and several other individuals banged on her car and threatened to physically harm her.
“I was terrified because I didn’t understand what this attack was about,” she testified in a Far South Side branch court last September. “Like it just happened out of the blue. I didn’t know what was going on.”
But there was a problem with the testimony — it was a baldfaced lie, Cook County prosecutors alleged Wednesday in announcing a felony perjury charge against the former police officer.
Prosecutors said they, too, had been hoodwinked by London, relying on her account to charge Debra Green with misdemeanor battery for hitting the officer with the bottle as well as four others with misdemeanor assault for threatening her.
But after a judge convicted Green and acquitted three of the others — the remaining defendant had died in the meantime — investigators from the Independent Police Review Authority made a startling discovery during their own investigation. A police camera at the scene of the alleged confrontation clearly showed London’s car window was closed. Yet the off-duty officer had testified that the bottle had passed through her open window, striking her in the side of the face.
Alerted to the discrepancy, prosecutors moved to have Green’s conviction thrown out of court. A judge did so last month.
London, 36, a nine-year police veteran, resigned in July while still facing possible internal discipline.
According to the accounts of Green and the others, the March 2010 dispute took place after London weaved in and out of a funeral procession in her personal Lexus E300. Prosecutors said she was late for work.
At her trial, Green said more than 100 vehicles were in a procession transporting the body of her sister to her burial at Mount Hope Cemetery.
As London pulled beside the car she was riding in, Green told her she was interfering with a funeral procession.
In her testimony, London said she called a “10-1” into Chicago police — among the most serious alerts that an officer can post that she is in need of assistance.
Numerous patrol officers — and even plainclothes tactical officers — converged on 100th Street and Vincennes Avenue with guns drawn, detaining Green and the four others.
According to Green’s testimony, the officers demanded to know where their guns were and didn’t realize they had interrupted a funeral procession.
After the suspects promised to turn themselves in later, police let them attend the burial after about 45 minutes, but Green testified at her trial that the burial was over by the time she and the others arrived at the cemetery.
Judge James Ryan acquitted the three of assault before the defense put on any testimony, but he convicted Green, finding London’s testimony more credible. He immediately sentenced Green to three months of conditional discharge, a form of probation
London was charged Wednesday with a Class 3 felony that could carry a sentence of 2 to 5 years on conviction.
“As prosecutors we expect and demand truthful testimony from each and every witness who takes the stand in a criminal trial, and that expectation runs even deeper for police officers who have taken a sworn oath to tell the truth,” State’s Attorney Anita Alvarez said Wednesday in a statement.
