Special Agents from Immigration and Customs Enforcement identified and arrested two suspects in a child pornography cases less than 24 hours after releasing photos of the alleged abusers to get the public’s help in finding them.

Federal agents and officers of the Los Angeles Police Department took Letha Mae Montemayor, 52, into custody on Thursday night after identifying her by both her facial appearance and her tattoos, which were present in the photographs depicting alleged child abuse. Montemayor was arrested hours after ICE placed photos of “Jane Doe” on line.

ICE officials say the incriminating photos of the suspect had been widely circulated and are believed to have been taken approximately 11 years ago. According to court records, the photos depict the suspect and an unidentified male allegedly abusing a young girl believed by authorities to be about 13 years old.

The images first surfaced in a 2007 investigation by ICE agents in Chicago, but agents had run out of leads to identify the alleged perpetrators and their victim before asking for the public’s help.

On Friday afternoon, 43-year-old Lance Robert Fries of Tucson, was taken into custody at his attorney’s Arizona office by special agents with ICE’s Homeland Security Investigations (HSI). Fries faces potential federal charges of production of child pornography and is expected to make his initial appearance in federal court today.

His arrest came after HSI released photographs Thursday of an unidentified man sought in connection with a child pornography case that involved the sexual exploitation of a pre-pubescent boy by an adult male. The images were first discovered in 2006. Just after 11:15 p.m. Thursday, special agents received a call to the ICE tipline regarding the suspect’s possible identity.

Investigators were also able to identify the victim and confirm that the boy is now safe.

“This is truly a remarkable turn of events and it again demonstrates the collective power that can be brought to bear when law enforcement and the public team up to combat the sexual exploitation of children,” said ICE Director John Morton. “Those who produce and trade child pornography over the Internet believe they’re protected by the anonymity of cyberspace. Through our collective efforts, we’re proving these predators wrong and gaining justice for their innocent victims.”

ICE is still seeking help in identifying two additional John Does suspected of sexually abusing young children. Those suspects, whose photos were also released Thursday, are still at large.

In December, less than 24 hours after asking for the public’s help in identifying and arresting another “Jane Doe” suspected of producing child pornography, federal officials arrested a suspect and rescued a child who was allegedly shown in an exploitative video.

Corrine Danielle Motley of Okaloosa County, Florida faces federal charges for the production and distribution of child pornography. Motley, 25, was arrested on Dec. 19 by Northwest Florida Internet Crimes Against Children Task Force members and Homeland Security Investigations special agents.

The Los Angeles County coroner’s office has identified one of three people killed when a BMW crashed into a Studio City pizzeria early Sunday and severed a gas line, igniting a fire that gutted the car.

Jason Shmelnik of Los Angeles and the two other victims, whom the coroner’s office have not yet identified, were declared dead at the scene. Authorities said the driver of the BMW had lost control of the car and struck at least one tree before barreling into Reno’s Pizzeria about 3:30 a.m.

“It got really hot here. The TV is melted over there. That’s how hot it got, because of the blast,” Yarvand Tsaturyan, whose father owns the pizzeria, told KCBS (Channel 2).

A friend of Shmelnik told KTLA that the trio had been at a birthday party at a nearby Russian restaurant, where he said the driver had been drinking.

“I saw that he was too drunk to drive, and something inside me said … ‘He’s an adult. He’ll get there,’ ” said Alexander Polansky, who added that he now felt “a lot of guilt.”

Identification cards recovered from the scene indicate that two of the people in the car were male, said Sgt. Kurt Smith of the LAPD’s Valley Traffic Division.

“When the car immolates like that, identification and stuff like that are iffy,” he said.

Los Angeles County prosecutors charged a drifter from Florida with multiple counts of attempted murder Monday in connection with the stabbings of three Los Angeles-area homeless people in which the assailant attacked them while they slept and left behind rambling “death warrants.”

Courtney Anthony Robinson, 38, faces three counts of attempted murder, according to the Los Angeles County district attorney’s office. If convicted on all counts, he faces life in prison.

Robinson, who turned himself in to authorities Friday night, is scheduled to be arraigned Tuesday at the downtown Foltz Criminal Justice Center.

The arrest came a day after authorities asked for the public’s help in tracking down Robinson, who at the time was described as a “person of interest” in several non-fatal attacks on middle-aged homeless people who had been stabbed in the back.

The first attack was reported July 3 when a 56-year-old man was found bleeding, with a large “hunting type” knife protruding from his back, near 3rd and Main streets in downtown Los Angeles, according to law enforcement sources. The man crawled 100 yards seeking help, with the weapon lodged between his shoulder blades, said the sources, who spoke on the condition of anonymity because the case is ongoing.

Last Tuesday, another man was stabbed in a similar manner as he slept on a Santa Monica bus bench near the Third Street Promenade, officials said. Police Sgt. Richard Lewis confirmed that a similar note was found by detectives, but he did not give details.

On Thursday, a 54-year-old woman was stabbed as she slept near La Brea and De Longpre avenues, blocks from Hollywood High School, authorities said. Police said they recovered a black kitchen knife and another “warrant.”

LAPD Cmdr. Andrew Smith said Robinson, who signed his “death warrants” as David Ben Keyes, targeted the victims “for specific reason.” But detectives “don’t want me to discuss what that particular reason was,” Smith said at a weekend news conference.

Smith said Robinson also is believed to be responsible for two knife attacks in Santa Barbara.

The Los Angeles Police Department took the unusual step Thursday of urging homeless people to get off the street and seek shelter at night after three transients were stabbed while they slept by an assailant who left behind rambling “death warrants.”

Detectives said the attacks, none fatal, all occurred this month and involved middle-aged homeless people who were stabbed in the back. The attacker left signed pieces of paper that he labeled “death warrants” at the scene of each crime.

Police released a photo of a man whom they described as a “person of interest.” David Ben Keyes, who has been missing for weeks from the Santa Barbara area, is being sought for questioning by detectives in the LAPD’s Robbery-Homicide Division and the Santa Monica Police Department. Officials said Keyes’ name appears on all three notes but would not provide details about their contents.

LAPD Capt. Billy Hayes publicly urged homeless people to find nighttime shelter or at least stay in groups until a suspect is caught.

“With numbers, there is safety,” Hayes said at a news conference.

LAPD Cmdr. Andrew Smith added: “Get somewhere where you can be protected. Please do what you can to get into a shelter and be safe.”

On various websites, Keyes describes himself as “a musician, and writer of original psalms, proverbs, love letters, poems and riddles for the Roman Catholic Church and Jewish Synagogues.”

But LAPD officials stressed it’s far from clear that Keyes committed the crimes, adding that it’s possible someone else was using his name.

Police have alerted various social service agencies and plan to increase patrols Thursday night. Officers will also be urging homeless people they come across to seek shelter.

Hayes said that police have no motive for the attacks but that there is evidence the same person is responsible for all three.

The notes were typewritten and signed and contained rambling commentaries, officials said.

“It appears there is a common thread, but we cannot get into specifics,” Hayes said.

Los Angeles police Tuesday released surveillance video of two suspects wanted in connection with the slaying of a 38-year-old man in Van Nuys.

Raul Lopez was shot Friday outside the business where he worked on Ventura Boulevard, the Los Angeles Police Department said.

Four men entered the business and an argument broke out between them and Lopez. He picked up a chair and moved the men outside, according to the LAPD.

One of the man fired a handgun at Lopez, who was hit in the torso. He died later at a hospital.

The surveillance footage shows two of the suspects entering the business.

After midnight on a quiet street in a posh Los Angeles neighborhood, one of the music world’s rising stars was punching his pop singer girlfriend in the face and slamming her head against the dashboard of a rented Lamborghini. Ninety-five minutes later, a rookie police officer picked up the phone across town and called TMZ.com.

The gossip site went on to post a picture, leaked from police evidence, showing the battered face of the victim, Rihanna. LAPD officials vowed an immediate investigation to get to the bottom of the embarrassing breach.

This spring, after three years, numerous search warrants and forensic exams of computer hard drives, phones and e-mail accounts, Los Angeles prosecutors quietly abandoned an attempt to bring criminal charges against officers in the leak.

The decision, made in March and detailed in a report recently obtained by the Los Angeles Times, came despite a finding by LAPD officials that an award-winning patrol officer was involved in the sale of the picture.

The department has moved to fire that officer and the rookie who called TMZ.

The district attorney’s office cited a lack of evidence showing TMZ paid the officers as an obstacle to charging them. In the aftermath of the leak, there was widespread speculation in the media that the website had paid a premium for the exclusive image in an explosive story making international headlines. One report, noted by investigators, put the price tag on the photo at $62,000. But searches of the officers’ bank accounts turned up no evidence of a payment.

A spokeswoman for the district attorney’s office said investigators could not rule out the possibility that payments to the officers were funneled through others, but they were limited in how far afield they could search.

“You can’t go on a fishing expedition and subpoena everybody who might be related or a friend,” said spokeswoman Jane Robison.

An attorney for Blanca Lopez, 28, the officer who phoned TMZ, declined to comment. A lawyer for the second officer, Rebecca Reyes, 39, denied selling the photo. Both women are to appear before LAPD disciplinary panels in August, where the department will argue that they should lose their jobs.

Singer Chris Brown was arrested on suspicion of beating Robyn Rihanna Fenty on Feb. 8, 2009. The high-profile investigation, involving two of the industry’s biggest young talents on the eve of the Grammy Awards, was headquartered at the Wilshire station, where Reyes was assigned. She was a field training officer for new members of the force and had received an award for her volunteer work with youths.

It is unclear whether she had any role in Brown’s case, but photos of Rihanna’s injuries were left stacked on a desk where anyone in uniform in the station could see, according to the district attorney’s report. Reyes acknowledged to investigators that she used her cell phone to take a picture of the top photo in the stack -– the shot posted by TMZ.

She took the picture in the hours after the assault, according to the prosecutor’s report, but precisely when is unknown. The beating occurred at about 12:40 a.m. Less than an hour later, at 1:23 a.m., Reyes called Lopez, who was assigned to another station. The two shared an East L.A. home, and phone records reviewed by investigators indicated a close relationship with more than 300 calls that month alone.

Lopez subsequently called directory assistance twice and then at 2:08 a.m. called Fox Television, which carries TMZ’s broadcast, according to the report. After making three calls to Fox in quick succession, Lopez phoned TMZ directly at 2:15 a.m. She called back three more times, making the final call at 2:35 a.m., the report states.

TMZ did not immediately respond to a request for comment.

Word spread that Reyes had the photo on her phone. She told a niece and at least four colleagues other than Lopez. On Feb. 13, she forwarded the picture to two officers and her personal e-mail account.

The image surfaced on TMZ six days later.

Police officials were livid -– and immediately opened an internal investigation. With then-Chief William Bratton demanding answers, commanders attended roll calls at Wilshire division to urge officers to come forward with information. Reyes sat silently in one of the meetings, according to the report. Suspicion fell on her when a search of the station’s computers showed she had sent the image from her phone to her LAPD e-mail account.

Investigators obtained search warrants to review the woman’s phone and financial records, home, computers, and Lopez’s locker at work, but found no conclusive evidence. Reyes’ Yahoo e-mail account was accessed repeatedly from different computers in the two days before the photo appeared on TMZ and again the day the image was published, but the information gathered “did not reveal whether the image was opened, downloaded, or printed,” according to the report.

Lopez did not speak with investigators, but Reyes gave a statement, admitting to taking the photo. Her attorney, Ira Salzman, said the LAPD’s internal probe, which has a lower standard for proof, concluded that Reyes sold the picture. He conceded that she showed “poor judgment,” but insisted that she never profited from it. He refused to detail what she and Lopez talked about on the phone before the calls to TMZ.

The officers were placed on paid leave for more than two years and later relieved of duty without pay while the investigation dragged on. By the time the inquiry was completed, Brown had already pleaded guilty and was in the third year of a 5-year probation sentence. Asked about the unusually slow pace, the district attorney’s spokesperson pointed to a lengthy back-and-forth between the LAPD’s investigators and the deputy district attorney assigned to the case over what evidence the police should gather.

District attorney’s office spokeswoman Robison said police didn’t turn their initial findings over to a prosecutor until June 2010 — more than a year after the leak. After reviewing the file, Deputy Dist. Atty. Amy Pellman Pentz asked police to reinvestigate certain aspects of the case. Robison declined to say what information the prosecutor found lacking, but a year after police first presented her the case, Pentz was still seeking more information. The police brought the case back to her in November and by March, she had concluded there still wasn’t enough evidence.

In addition to the lack of a money trail, there was no direct evidence that the officers provided the photo to the tabloid, and other officers had access to it.

“Although both Reyes’ and Lopez’s actions are suspicious, they are insufficient to support a criminal prosecution,” Pentz wrote.

Three other officers, including the two who received the photo from Reyes, have been disciplined by the LAPD, a police spokesperson said.

A publicist for Rihanna did not immediately return a message seeking comment. Donald Etra, the lawyer who represented her in connection with the domestic violence case, said he considered the decision “an internal matter” for law enforcement. He added: “A victim’s privacy should be protected.”

The leak’s legacy is complicated. It violated a victim’s privacy and cast doubt on the integrity of the Police Department. But at the same time, it conveyed the ugly reality of domestic violence.

Patricia Giggans, executive director of Peace Over Violence, a domestic violence prevention group, said that in school forums immediately after Brown’s arrest, many teenagers were skeptical of the charges.

“The girls in particular didn’t believe it … and were mad at Rihanna. Like she’s telling a lie and he would never do that,” Giggans recalled. After the photo was leaked, she said, “it was like a wake-up call for a lot of kids.”
