A senior US security official has quit and three others are suspended after a damning report into a deadly attack on a US mission in Benghazi.

The state department said diplomatic security chief Eric Boswell resigned and three other unnamed officials had been put on administrative leave.

US envoy to Libya Christopher Stevens and three other officials were killed in the attack on 11 September.

An internal report said “grossly inadequate” security led to the deaths.

However, the report did not suggest disciplinary action be taken against any individuals.

Political fallout

“The Accountability Review Board identified the performance of four officials, three in the Bureau of the Diplomatic Security and one in the Bureau of Near East Asia Affairs,” state department spokeswoman Victoria Nuland said in a statement.

“The secretary has accepted Eric Boswell’s decision to resign… The other three individuals have been relieved of their current duties.”

Benghazi report: Key findings

  • Reliance on armed “but poorly skilled” local militiamen and contract guards was “misplaced”
  • US personnel had “performed with courage and readiness to risk their lives to protect their colleagues in a near-impossible situation”
  • There was “no immediate, specific” intelligence about the 11 September attack or threats to the consulate
  • The Libyan government’s response to the attack was “profoundly lacking”
  • There were “systematic failures at senior levels” within two bureaus of the state department, but no individual official ignored their duties

US media have named one of Mr Boswell’s deputies, Charlene Lamb, and Raymond Maxwell, deputy assistant secretary for the Maghreb, among those relieved of their duties.

Mr Stevens died of smoke inhalation when he was trapped alone in the burning building after armed men had stormed the compound.

Days after the attack, US ambassador to the UN Susan Rice said the attack seemed to have developed out of protests over an anti-Islamic film.

But later intelligence reports suggested it was a planned attack by Islamist gunmen.

Ms Rice was forced to pull out of the race to be the next secretary of state after being subjected to widespread criticism.

‘Near-impossible situation’

The board’s report found “a lack of transparency, responsiveness, and leadership” among certain senior state department officials.

But the review found no “reasonable cause” that any specific individuals had “engaged in misconduct or wilfully ignored” their responsibilities.

It also said there had been “no immediate, specific” intelligence about the 11 September attack or threats to the consulate.

The probe concluded that the US personnel had “performed with courage and readiness to risk their lives to protect their colleagues in a near-impossible situation”.

But the Benghazi mission had nevertheless been hampered by a lack of resources.

Its reliance on armed “but poorly skilled” local militiamen and contract guards was “misplaced”, the report said.

In a letter to Congress, US Secretary of State Hillary Clinton said she accepted all 29 of the recommendations put forward in the report.

She outlined some steps the agency would take, including sending hundreds of US Marines guards to missions abroad and assigning a state department official to oversee “high-threat posts”.

In addition, she said the state department would request more funding from Congress to make improvements to security.

The U.S. ambassador to Libya and three American members of his staff were killed in the attack on the U.S. consulate in the eastern city of Benghazi by protesters angry over a film that ridiculed Islam’s Prophet Muhammad, Libyan officials said Wednesday.

They said Ambassador Chris Stevens was killed Tuesday night when he and a group of embassy employees went to the consulate to try to evacuate staff as the building came under attack by a mob guns and rocket propelled grenades.

The three Libyan officials who confirmed the deaths were deputy interior minister for eastern Libya Wanis al-Sharaf; Benghazi security chief Abdel-Basit Haroun; and Benghazi city council and security official Ahmed Bousinia.

The State Department said Tuesday that one American was killed in the attack. It has not confirmed the other deaths.

The attack on the Benghazi consulate took place as hundreds of protesters in neighboring Egypt scaled the walls of the U.S. Embassy in Cairo and tore down and replaced the American flag with a black Islamic banner.

The attacks in Benghazi and Cairo were the first such assaults on U.S. diplomatic facilities in either country, at a time when both Libya and Egypt are struggling to overcome the turmoil following the ouster of their longtime authoritarian leaders,Moammar Kadafi and Hosni Mubarak, in uprisings last year.

The protests in both countries were sparked by outrage over a film ridiculing Muhammad produced by an Israeli filmmaker living in California and being promoted by an extreme anti-Muslim Egyptian Christian campaigner in the United States. Excerpts from the film dubbed into Arabic were posted on YouTube.

Stevens, 52, was a career diplomat who spoke Arabic and French and had already served two tours in Libya, including running the office in Benghazi during the revolt against Kadafi. He was confirmed as ambassador to Libya by the Senate earlier this year.

Before Tuesday, five U.S. ambassadors had been killed in the line of duty, the last being Adolph Dubs in Afghanistan in 1979, according to the State Department historian’s office.

Libyan rebels celebrate at a checkpoint after a deal is made with the elders of Bani Walid

Nearly three million Libyans have registered to vote in the country’s first multi-party election in 60 years, set for Saturday.  They will choose among 1400 candidates for a 200-seat National Assembly that will form a temporary government and draft a constitution, leading to another election next year.

Nine months ago, Libyans were celebrating in a square in central Tripoli. They renamed it Martyrs’ Square, in memory of the fighters who died in the revolution that ended 42 years of rule by Moammar Gadhafi.

Today, the square is busy with traffic and decorated with campaign posters for Saturday’s election.

Tripoli cafes are buzzing about the election.  Student Amin Siyala is home for the summer from school in Britain.

“Stuff hasn’t become suddenly a lot better. That’s just truth right now. But obviously we know it will get better because there still needs to be time for the elections to happen and for a new government to come and bring change,” Siyala said.

Not far away, at a more traditional cafe next to a Roman ruin, several older men also want to talk politics. Mohammed al-Hadi bin-Noba says many Libyans don’t really understand what they are voting for. But he says in a way that doesn’t matter. “The election is of secondary importance compared with the blood that has been spilled to make the revolution a success,” he said.

There are still concerns about security, amid tribal clashes, fighting among militias formed for the revolution, and regional disputes about power sharing. An Amnesty International report this week says those problems must be brought under control.

British analyst Anthony Skinner, at the Maplecroft risk assessment firm, shares the concern, but he told VOA via Skype the overall trajectory in Libya is positive.

“It’s inevitable that these various groups will want to ensure that their interests are protected. And they will continue to jockey for power. And unfortunately because of the level of armament and because the various militias have not been absorbed into the military, this will translate into further gun battles, I expect,” Skinner said.

But the problems are far from the minds of this family having a day out in Tripoli.

Dr. Mohammed Reda Mangoos and his wife Naima Al-Taher are excited about the vote, and the doctor remembers Libya’s last free election in 1952. “That day, I was about six years old. I still remember, like a dream. There was voting in my city. I still remember, like a dream. Now, we are proud to see this again,” Mangoos said.

“It’s enough for us that we see all the posters of the candidates all around, colors and faces from all kinds of personalities. It used to be just one picture of one man filled the whole area. You didn’t see anyone but Gadhafi,” Al-Taher said.

There are more than 140 parties and small factions campaigning for the election, and hundreds of independent candidates. Islamists are expected to do well, as is a secular group of officials who were involved in last year’s transition. But Libyans from all walks of life say the country will plot a moderate course regardless of who is elected.

Abdelbaset al-Megrahi, the only person convicted over the 1988 Lockerbie bombing above Scotland which killed 270 people, has died at home in Libya, his brother has told news agencies.

Megrahi, 59, was convicted by a special court in the Netherlands in 2001.

He was released from prison in Scotland in 2009 on compassionate grounds. He was suffering from cancer and was said to have only months to live.

When he returned to the Libyan capital, he received a hero’s welcome.

Shortly before being freed, Megrahi dropped his second appeal against his conviction.

His release sparked the fury of many of the relatives of the victims of the Lockerbie disaster.

Died at home

His brother Abdulhakim said on Sunday that Megrahi’s health had deteriorated quickly and he died at home in Tripoli.

He told the AFP news agency that Megrahi died at 13:00 local time (11:00 GMT).

Last month, Megrahi’s son said his father had been taken to hospital for blood transfusions.

Megrahi, a Libyan intelligence officer, always denied any responsibility for the bombing of Pan Am Flight 103 in December 1988.

It remains the deadliest terrorist incident ever to have taken place on British soil.

Investigators tracing the origins of scraps of clothes wrapped around the bomb followed a trail to a shop in Malta which led them, eventually, to Megrahi.

Last August after the fall of Libyan leader Col Muammar Gaddafi, Megrahi was reported to be “in and out of a coma” at his home in Tripoli.

There have been calls for him to be returned to jail in the UK or tried in the US.

But shortly after they toppled Colonel Gaddafi, Libyan rebel leaders said they would not extradite Megrahi or any other Libyan.

Writing in the Corriere della Sera newspaper, the columnist Sergio Romano wrote that in “the European Union there now exists an opposition formed by a broad array of movements that are too diverse to march together, but numerous enough to make life difficult for those whose will have to govern their countries in the near future.”

In Dublin, Deputy Prime Minister Eamon Gilmore, who is also the leader of the Labour Party, endorsed Mr. Hollande’s call for a new fiscal order. “Put simply, you can’t have economic growth unless you also have stability, but neither can you have stability without growth. It is clear that, with the election of Mr. Hollande, there is a growing number of allies in Europe who share this view.”

Further afield, China said it was “ready to work” with the new French administration, news reports said. But in Russia, violent street protests and the inauguration of Vladimir V. Putin for a third term as president on Monday eclipsed news of the French election. If anything, Mr. Sarkozy’s acknowledgment of defeat contrasted with Mr. Putin’s extraordinary grip on power in the Kremlin.

“A lot of people in our government believe real democracy doesn’t exist,” Mikhail G. Delyagin, director of the Institute of Globalization Studies, a research concern in Moscow, said in an interview Monday. “They don’t mind that everything is democratic in France but not at home.”

Mr. Sarkozy, he said, “admitted his defeat, congratulated the winner and behaved as a grown-up.” It was a model for Russia, Mr. Delyagin said.

Mr. Putin, meanwhile, congratulated Mr. Hollande in a message reported by Interfax.

“The citizens of France have entrusted you with being the leader of the country in what is quite a difficult and a very important period, when not just Europe but the entire world community face the urgent task of overcoming the effects of the financial and economic crisis and building new models for cooperation,” Mr. Putin said.

Although most of the Arab world was too busy with its own unrest to notice Mr. Sarkozy’s defeat, it was big news in Libya, where Mr. Sarkozy’s leading role in the NATO intervention has made him a hero of the revolution that overthrew Col. Muammar el Qaddafi.

Mr. Sarkozy was celebrated across the country a few weeks ago on a national holiday to mark the anniversary of the day that French military planes swooped down to stop a column of Qaddafi tanks from marching into the rebel stronghold of Benghazi, where many of the country’s current interim leaders had huddled together in fear of an impending massacre. Grateful revolutionaries have spray-painted “Sarkozy” in rainbow colors on the walls of cities around the country, and on Sunday night many Libyan Web pages noted his loss with a salute: “Merci, Sarkozy.”

Opponents of the Libyan revolution, meanwhile, reveled in the defeat. In recent weeks, former officials of the Qaddafi government have done everything they could to bring down the French president, including leaking reports that the Qaddafi government supported Mr. Sarkozy’s first election campaign or that, during the Qaddafi years, Mr. Sarkozy sought to sell Libya fighter jets and nuclear power. One former adviser to Colonel Qaddafi provided The New York Times with what appeared to be a transcript of a congratulatory phone call the Libyan leader made to the Mr. Sarkozy when he took office.

“I have kept a wonderful memory of the kind of analysis I have heard from you,” Mr. Sarkozy tells Colonel Qaddafi in the transcript, “and you really do deserve this title, the Leader.”

Peter Fein is a self-described “hacktivist” and member of the international hacker group Anonymous.

This loose collection of hackers has gained notoriety by aiming DDoS (distributed denial of service) attacks on government and corporate websites since 2010. The targets have ranged from the US Department of Justice to Sony and Visa.

As befits the name Anonymous, most members have chosen to keep their identities secret – especially after dozens of alleged hackers were arrested in a series of government crackdowns in the US and Europe.

Mr Fein, however, has decided to go public about his involvement. He insists he is not involved in anything illegal, claiming that he simply helps bring together activists who want to battle government surveillance and attempts to police the internet.

The activist from Chicago is also involved with another hacker group called Telecomix – an international network of people providing internet access to pro-democracy protesters in countries such as Egypt, Libya and Syria.

Mr Fein says he is not a spokesman for either group and that Telecomix’s achievements are the result of countless hours of work from hundreds of members.
