South Africa’s top detective is to take over the Oscar Pistorius inquiry amid attempted murder accusations against current lead officer Hilton Botha.

Detective Botha was removed pending the result of an investigation into seven counts of attempted murder.

National police commissioner Mangwashi Phiyega announced the change after a third day of testimony at Mr Pistorius’s bail hearing.

Mr Pistorius, 26, denies murdering his girlfriend Reeva Steenkamp, 29.

Ms Steenkamp died after being shot three times at Mr Pistorius’ home on 14 February.

‘No embarrassment’

Ms Phiyega said the police had received feedback from state prosecutors about Det Botha only on Wednesday.

The news Hilton Botha is facing reinstated charges of attempted murder has stunned everyone. The immediate question is what impact, if any, the news may have on the prosecution argument that Mr Pistorius should not be allowed bail pending trial.

The timing of the reinstatement of the charges is still unclear and the National Prosecuting Authority says they are in no way connected to the athlete’s murder case. It is curious, though, that the information about Det Botha was not provided to the Pistorius defence team or, apparently, to the prosecution.

Some might argue that Det Botha, who wilted under strenuous cross-examination by the defence, eventually conceding that he had not yet seen any evidence to contradict the athlete’s version of events, has already done enough damage to the prosecution’s call for Mr Pistorius to be denied bail and that the new revelations may not affect the magistrate’s decision significantly.

She described him as an “experienced detective” who was not yet facing any criminal charges.

However, she said she was using her authority as national police chief to ask Lt Gen Vinesh Moonoo to take over the Pistorius case.

Gen Moonoo is reported to be a veteran of some 30 years service. He will work with the police chief in Gauteng province on a case Ms Phiyega said required attention “at a national level”.

She denied that the decision to replace Det Botha was embarrassing for the police.

The BBC’s Pumza Fihlani, in Pretoria, says the claims against Det Botha refer to a 2009 incident in which he and several other officers allegedly opened fired on a minibus taxi carrying seven passengers when the driver apparently disobeyed an order to stop.

‘Poor quality evidence’

In court on Thursday, defence and prosecution lawyers offered their final arguments.

The magistrate is expected to issues his ruling on Mr Pistorius’s bail application on Friday.

Lead defence lawyer Barry Roux asked for the charge of premeditated murder to be downgraded, and said Det Botha’s contradictory evidence on Wednesday had undermined the prosecution’s case.

Mr Roux said: “The poor quality of the evidence offered by investigative officer Botha exposed the disastrous shortcomings of the state’s case.”

The defence counsel said the fact that Mr Pistorius had carried Ms Steenkamp downstairs showed he was desperate to save her life.

On Wednesday, Det Botha told the court that the trajectory of gunshots through the bathroom door indicated that Mr Pistorius, a double amputee, was wearing his prosthetic legs and shot downwards through the door.

This contradicted an earlier account given by Mr Pistorius, who said he was walking on his stumps and grabbed his gun because he felt vulnerable when he thought an intruder had entered his home.

But Det Botha also amended his testimony on the proximity of the witness who he said had heard arguments.

He said police had lost track of ammunition found inside the house, and was also accused of not wearing protective clothing at the crime scene.

The defence also countered police suggestions that testosterone and needles had been found in Mr Pistorius’s bedroom, arguing instead that the substance was a herbal remedy called Testocompasutium co-enzyme.

On Thursday, prosecutor Gerrie Nel told the court that Mr Pistorius should not be granted bail simply because he is famous.

He branded Mr Pistorius as a man “prone to violence” who threatened Ms Steenkamp and eventually killed her.

Oscar Pistorius and Reeva Steenkamp at the Feather Awards on November 4, 2012 in Johannesburg, South Africa

14 February 2013                06:07 ET

South African Paralympic athlete Oscar Pistorius has been arrested over the fatal shooting of his girlfriend Reeva Steenkamp at his home, local media say.

Police said they have charged a 26-year-old man with murder, but did not confirm it was Mr Pistorius.

The precise circumstances surrounding the incident are unclear. Reports say he may have mistaken her for a burglar.

Mr Pistorius, 26, is known as the “blade runner”, and was the first double amputee to run in the Olympics.

The suspect is expected to appear at Pretoria Magistrates’ Court later on Thursday, police said.

They also confirmed that a woman had been shot dead at the home of Oscar Pistorius and that she was a friend of the athlete.

Police added that there had been previous incidents at the address and described them as “allegations of a domestic nature”.

“The SA Police Service were just as surprised this morning to hear on the radio that allegations had been made that the deceased had been perceived to be a burglar,” police spokesperson Denise Beuke said, adding that they were not the source of those allegations.

Reeva Steenkamp’s publicist confirmed to the BBC that the 30-year-old model had died.

“Everyone who knew her is in tears. She was an absolute angel, the sweetest, sweetest human being, a kind human being,” Sarit Tomlinson said.

The news that Mr Pistorius may have killed his girlfriend will shock the country as the athlete is regarded as one of South Africa’s national icons, reports the BBC’s Peter Biles from Cape Town.

‘Fatally wounded’

South Africa has one of the highest crime rates in the world and is considered as one of the most violent and unequal societies.

Many here feel that the police are losing the fight against crime and those with money or valuables feel compelled to protect them at any cost. According to the South African Gun Association (SAGA) more than 2.5 million civilians own guns and more than half of them got them for self-defence. Still an estimated 5 million guns are in circulation in the country and many of them are unlicensed.

Gun ownership is strictly regulated and obtaining a licence can take years due to bureaucratic red tape. Along with a series of background checks, the police need to be satisfied that you need a firearm before a licence is granted.

The key role of the police in deciding who can own guns has been criticized by many pro-gun groups and they are lobbying for the government to change its firearm laws, giving the powers to an independent body instead.

The incident is said to have taken place between 04:00 and 05:00 local time (02:00-03:00 GMT).

A police statement said that a 30-year-old woman was “fatally wounded” in the early hours of Thursday morning at a home in the Silverlakes complex in the Boschkop area of the capital.

The woman had been wounded in her head and upper body. Paramedics were at the house when police arrived, but she died at the scene. A 9mm pistol was recovered.

South Africa has among the highest rates of crime in the world and many residents keep weapons to protect themselves against intruders.

Gun ownership is strictly regulated and obtaining a licence can take years due to bureaucratic red tape.

On Tuesday, a bill seeking to give police extra powers to arrest anyone carrying a dangerous weapon in public was tabled before parliament, following a spate of violent strikes and protests last year.

The athlete’s home is in a high-security up-market gated compound on the outskirts of Pretoria.

Oscar Pistorius

  • Won a key legal battle in 2008, when athletics’ governing body, the IAAF, allowed him to compete against able-bodied athletes
  • Made history in London 2012 by becoming the first amputee sprinter to compete in the Olympics
  • Apologised after claiming that his rival, Brazilian Alan Oliveira, was wearing blades that were too long in the 2012 Paralympics 200m final
  • Popularly known as “blade runner”, he was born without a fibula in both legs

Reporters have gathered outside the estate but police have not let anybody inside, local television reports.

Mr Pistorius races wearing carbon fibre prosthetic blades after he was born without a fibula in both legs and had both legs amputated below the knee before his first birthday.

He reached the 400m semi-finals in the London 2012 Olympics. At the Paralympics he won silver in the T44 200m, gold in the 4×100 relay and gold in the T44 400m, setting a Paralympic record.

For years he dominated in his category at successive Paralympic Games.

In 2008 he won a legal battle over his blades with the International Association of Athletics Federations (IAAF) for the right to compete in able-bodied competitions.

Icon of athletics

His achievements have made him a “living legend” and placed him among global sporting royalty, South African broadcaster and commentator Daniel Silke told the BBC.

Sarit Tomlinson, Reeva Steenkamp’s publicist, described her client as “an absolute angel”

“He’s a household name, he’s a hero in the South African sporting context. He is of course someone who has overcome great difficulty and tragedy in his own personal life,” he added.

The South African Sports Confederation and Olympic Committee said it had been inundated with questions over the incident, but was in no position to comment.

Ed Warner, head of UK Athletics also reiterated that little was known about the incident but described the reports as “shocking and very sad,” adding that: “Pistorius is one of the great icons of Paralympic athletics but also of able-bodied athletics too”.

The International Paralympic Committee also declined to comment on the matter as a police investigation was under way.

Sergei Filin - file pic

18 January 2013              05:55 ET

The artistic director of Russia’s Bolshoi Theatre, Sergei Filin, is being treated in a Moscow hospital for severe burns to his face after a masked man threw acid in his face, police say.

The attack happened late on Thursday as Mr Filin, an award-winning ballet star, was walking home in central Moscow.

Doctors are now fighting to save his eyesight and Interfax news agency says he will be sent to a clinic abroad.

A Bolshoi spokesman said Mr Filin, 42, had suffered months of threats.

The BBC’s Steve Rosenberg in Moscow says it is suspected that he was the victim of infighting and rows between different groups of dancers at the Bolshoi.

According to the Bolshoi statement, the assailant shouted to Mr Filin as he was approaching the entrance to his apartment block, then threw acid in Mr Filin’s face.

Mr Filin then got help from a warden keeping watch over nearby cars.

  • 1970 – born in Moscow
  • 1988 – began dancing at Bolshoi
  • Winner of Russian and international awards
  • Performs abroad, including at Covent Garden, London
  • 2008 – dancing career ends
  • March 2011 – takes over as Bolshoi artistic director

The theatre’s executive director, Anatoly Iksanov, told Russian television that Mr Filin was “uncompromising” in his management style.

“If he thought a performer was unready to play a certain role, or incapable of it, he would not let the performer do it,” he said.

Tensions at the Bolshoi over its artistic programme have been widely reported in Russian media.

In 2011 two ballet stars – Natalia Osipova and Ivan Vasiliev – resigned in protest at the Bolshoi’s new repertoire.

At the time of Mr Filin’s appointment the head of the Bolshoi’s ballet troupe, Gennady Yanin, resigned after erotic photographs purporting to be him were posted on a website.

Another celebrated performer, Nikolai Tsiskaridze, sharply criticised Mr Filin in early 2012.

A British schoolgirl visiting relatives in a tiny rural village in northern Jamaica was fatally shot when a lone gunman opened fire on a group of family members as they gathered at a roadside shop, officials said Sunday.

Imani Green, 8, of Balham in south London, was standing inside a clapboard grocery store and bar with relatives on Friday evening when a gunman wearing a hoodie shot the child in the head and shoulder before also shooting three adult members of her family.

Police said Sunday the shooting it is believed to be some sort of retaliatory attack, but investigations were ongoing in the normally quiet Red Dirt district of Duncans in Trelawny parish. The roadside business where the shooting occurred is apparently owned by a female relative of the slain girl. There have been no arrests.

The girl died from her injuries while undergoing treatment at a hospital in nearby Falmouth, a historic coastal town that is home to the tourism-dependent island’s newest cruise ship port. The three adults were listed in stable condition.

The British Foreign & Commonwealth Office says it is providing consular assistance to the family and working with authorities in Jamaica.

James Mortimer, a press officer with the British CFO, said Sunday that Imani’s relatives were “very distressed” and “appealing for privacy.” Imani, her mother and sister had planned on visiting relatives in Jamaica until the end of the month.

Janella Parmer, the slain child’s sister, told the BBC that she found her young sibling in a pool of blood after hearing gunshots outside.

“I picked her up off the ground and realized she was still breathing. I flagged down a car and they drove us to hospital. The rest is history,” the BBC quoted Parmer as saying.

Jamaican Justice Minister Peter Bunting said the “senseless killing of a young, innocent child must outrage all well-thinking Jamaicans.”

The Caribbean island’s government said the Falmouth police have launched an “extensive investigation into the matter and will expend every effort to ensure that the perpetrator is apprehended and brought to justice.”

There has been a heavy police presence in Duncans since the shooting.

Sadiq Khan, a British lawmaker who represents the schoolgirl’s south London hometown in the British Parliament, tweeted Sunday that he was “devastated” to learn of the killing.

There were 1,087 slayings last year on the island of some 2.8 million people. It was the lowest number of killings in nine years in Jamaica, but authorities acknowledge the island’s rate of violent crime is still unacceptably high.

Most of Jamaica’s violence takes place in rough slums, with tourist resorts largely crime-free.

Thai Prime Minister Abhisit Vejjajiva arrives at Parliament in Bangkok (May 2011)

6 December 2012            04:34 ET

Former Thai leader Abhisit Vejjajiva faces charges over the death of a taxi driver shot by soldiers during mass protests in Bangkok in 2010.

Mr Abhisit was prime minister when thousands of protesters took to the streets of the capital demanding his government step down.

The protests, which shut down parts of Bangkok for two months, left more than 90 dead, both civilians and soldiers.

Former Deputy PM Suthep Thaugsuban also faces charges, the investigator said.

The decision came after a court ruled that taxi driver Phan Kamkong was killed by Thai soldiers during the 2010 violence.

The two face charges of “giving orders that led to the death of others with intent”, Department of Special Investigation chief Tarit Pengdith told the BBC.

They have been charged under Section 288 of the criminal code, which carries the death penalty or a lengthy jail term.

The two men will be summoned to hear the charges and face questioning on 12 December.

Barricades smashed

The “red-shirt” protesters, many of whom supported ousted leader Thaksin Shinawatra, occupied Bangkok’s financial district in March 2010.

Violence flared in April when police tried to clear them from the area – after which they moved to the city’s commercial heart.

BBC’s Jonathan Head: “Police in charge of the investigation say they have to go to those who issued the orders and that was the prime minister”

They remained there until 19 May when armed government troops moved into the red-shirt camp, smashing through barricades. More than 90 people were killed over the course of the protest.

Elections held in July 2011 were then won by the party led by Yingluck Shinawatra, the sister of the ousted prime minister.

Mr Abhisit, now the leader of the opposition, and his deputy are the first officials – government or military – to face charges over the deaths. Several red-shirt leaders are to be prosecuted on terrorism charges.

The former owner of a “revenge porn” website has been threatened by hacktivist collective Anonymous.

Hunter Moore used to post sexual images of men and women without their permission, along with links to their social networking profiles.

Mr Moore said he will launch a new site soon, telling one technology blog he would also post home addresses.

He later said he was “misquoted”, but Anonymous has said he must be held “accountable for his actions”.

“We will protect anyone who is victimised by abuse of our internet, we will prevent the stalking, rape, and possible murders as by-product of his sites,” the group said in a media release.

It added: “Operation anti-bully. Operation hunt Hunter engaged. We are Anonymous, we are legion, we do not forgive, we do not forget, Hunter Moore, expect us.”

IsAnyoneUp

Mr Moore sold his old website, IsAnyoneUp.com, to an anti-bullying charity in April this year.

Until that point it had gained notoriety for publishing pornographic pictures of men and women from all over the world, sent in by disgruntled ex-boyfriends and girlfriends.

So-called “revenge porn” is common online, but Mr Moore’s site angered anti-bullying campaigners further due to the inclusion of links to social networking sites – leaving victims open to large levels of abuse.

People who had made requests for the photographs to be removed were often ridiculed further, and the huge majority of legal threats against Mr Moore were ignored.

“I sold it because I hated what the media turned it into and it could never be what I wanted it to be,” Mr Moore has said about the closed site, which reportedly made him about $20,000 (£12,400; 15,335 euros) a month from advertising revenue.

Speaking about his new venture, which has not yet launched, he said: “This time I am doing it right. I am creating something that will question if you ever want to have kids.

“I am making something very scary but yet fun.”

Suicide

Mr Moore told technology blog Betabeat that the new site would “introduce the mapping stuff so you can stalk people”, but in a subsequent interview with Salon magazine he took back the comment, stating that he made it while “drunk”.

Anonymous posted a video featuring Amanda Todd, 15, who killed herself after being bullied

Regardless of his intentions, Anonymous published details about Mr Moore online, including the names of family members and his home address.

The group posted a video about their actions to Vimeo. In it, they showed pictures of Amanda Todd – a girl who committed suicide after topless photographs of her were circulated on the internet.

Prior to her death, 15-year-old Miss Todd created a YouTube video describing how she was bullied.

Mr Moore, who has said his new site has had thousands of submissions, has in the past said he holds no guilt over what he does.

“It’s anonymous to me. I don’t know the people – it’s just a little picture on a screen,” he told the BBC in an interview in April.

“If you’re just crying over some [picture] you sent to some boy you just met, no I’m not going to take it down, and no I don’t really care.”
